The volume focuses on the issue of globalization of research and development (R&D) in China. China has become the number one choice of R&D for multination corporations (MNCs), according to a recent survey. Many of the largest MNCs in the world, such as Microsoft, GE, GM, HP, Motorola, and Lucent, among hundred of others, have established R&D facilities. The phenomenon has become a hot issue among policy debates in many countries regarding job outsourcing, national and regional competitiveness, and China. This book examines the issue of foreign R&D, particularly, those from MNCs in China: the drivers, missions, locations, management challenges, policies, and implications for China’s innovation system. With China's eminent entry into the World Trade Organization, past speculations of China becoming a world economic power in the 21st century is a reality with which few would disagree. We are witnessing the awakening of many sleepy giants, such as the successful reformed state-owned as well as township and village enterprises. We are also witnessing the birth and growth of a significant private sector, along with ever-increasing foreign investments. In this development process, there is a critical need to document and theorize about the management process by firms in this changing and dynamic context. The Management of Enterprises in the People's Republic of China aims to contribute to the knowledge base of management within the Chinese context. The book begins with a mapping of research on management in PRC, and offers theoretical insights for cross-context, institutional, and behavioral studies. It then reports the results of fourteen empirical studies of management issues in the PRC firms. The issues studied include SOE transformation, globalization, governance, employment relationships, managerial networks, corporate culture and leadership. Also included are studies on the knowledge management process and management team characteristics of high technology firms. The methods of study include large-scale surveys, case studies, and interviews. The contributors are international experts in Chinese management research. Finally, we offer executive perspectives on several successful firms operating in China through interviews with their CEOs.

Chinese water resource managers face a challenge that is both immense and unique. They must balance limited water supplies against the needs of the world’s largest population; demands for rapid economic growth with calls for improved environmental management; and the desire for a market-based approach to the allocation of water with a history of State ownership and strict government control of all resources. In China, changes are occurring in water resources management that are representative of many of the fundamental changes occurring within Chinese society, on issues such as property rights, community participation, improved environmental management, and the shift towards market-based decision making. This book describes the development of a water rights system in the People’s Republic of China. It covers different aspects of water resources management in China – including water planning, the provision of environmental flows, urban water management, and irrigation district management – and examines how these are being addressed through a rights-based approach. The book includes several detailed examples of the Chinese application of water rights as they address the diverse challenges of different basins across China. The growing internationalization of R&D activities challenges multinational corporations (MNCs) to formulate technology strategies and manage increasingly diffuse and diverse networks of R&D laboratories and alliances in the context of disparate national institutions. This paper examines the evolutionary processes of MNCs' R&D strategies in china in terms of two principal dimensions, i.e. geographic dispersion and functional focus. Based on a study of 378 international R&D centers and alliances established in China over the 1995-2001 period, we investigate the evolution of managing international R&D configurations in an emerging economy. The model is further illustrated with key findings from case studies of three leading high-tech MNCs in managing their global R&D operations in China over 1996-2004, specifically Fujitsu, Motorola and Nokia. This study contributes to the existing literature by exploring the globalization of R&D through foreign centers of scientific and technological excellence, which enables MNCs to innovate closer to their product markets and manufacturing facilities in emerging markets.

This book provides the first detailed analysis of a crucial and distinctive element of Chinese foreign policy. Anne-Marie Brady follows the development of the Chinese Communist Party's 'foreign affairs' system since 1921, focusing on waishi, the external policies intended to influence and control both foreigners themselves as well as Chinese citizens' contact with and perception of outsiders. The term also comprises China's external relations—both official state-to-state and so-called unofficial or 'people-to-people' diplomacy. In effect, waishi activities encompass all matters related to foreigners and foreign things, not merely diplomacy. By managing the foreign presence in China and China's contacts with the outside world and by controlling the Chinese population, the author argues that waishi has proven to be one of the most effective tools in the CCP's repertoire for building and then sustaining its hold on power. Drawing for the first time on policy documents that underpin the phenomena they describe, Brady analyzes trends and developments in waishi during each chronological period. The book elucidates how the CCP's policies evolved: In the 1930s, the need for a broad united front in international relations warred with the desire to control the foreign presence in China; in the 1940s and 1950s, the Sino-Soviet alliance and ridding China of the traces of the 'semi-colonial' past took precedence; in the 1960s, the Sino-Soviet split led to China's claim as the center of world revolution; and in the past twenty years of reform, the focus has been the ongoing quest to create a modern nation-state as China opens up to the outside world. The author considers waishi's deeper meaning as an overriding approach to the 'foreign,' which links state-to-state diplomacy with the management of the foreign presence in China. Her groundbreaking research is based on a previously unexplored genre of waishi materials (almost all classified) in Chinese, extensive interviews with waishi officials and foreign participants of the system, as well as archival research inside and outside of China.
