Managing The Coordination Of Service Delivery In Metropolitan Cities The Role Of Metropolitan Governance

Abstract: This paper examines different models of governing structure found in metropolitan areas around the world. It evaluates how well these models achieve the coordination of service delivery over the entire metropolitan area as well as the extent to which they result in the equitable sharing of costs of services. Based on theory and case studies from numerous cities in developed and less developed countries, the paper concludes that there is no "one size fits all" model of metropolitan governance. Other observations from the case studies highlight the importance of the process of implementing a metropolitan structure, the need to match fiscal resources with expenditure responsibilities, the need to have a governance structure that covers the entire economic region, and the critical importance of having a strong regional structure that ensures that services are delivered in a coordinated fashion across municipal boundaries.

The book provides insights into the particular nature of water-related challenges in metropolitan regions of the Global South and the “scalar mismatches” that prevent their sustainable and inclusive development. It argues for the adoption of a metropolitan water governance approach to assess these challenges, including the drivers and institutions that shape these, and the policy instruments at river basin and urban scales that aim to address these. The cases of Mexico City and São Paulo, as two mega-cities with a wide ranging of water-related challenges, present lessons to other fast growing urban agglomerations on the variety of possible responses as well as obstacles to their effectiveness that receive little attention.

A distinctive feature of urbanization in the last 50 years is the expansion of urban populations and built development well beyond what was earlier conceived as the city limit, resulting in metropolitan areas. Metropolitan areas are home to a significant proportion of the world’s population and its economic output. Taking Mexico as a case study and weaving in comparisons from Latin America and developed countries, this book explores current trends and policy issues around urbanisation, metropolisation, economic development and city-region governance. The Nigeria Urbanization Review serves the critical and timely purpose of understanding the challenges and opportunities of urbanization in Nigeria.
