China faces the dual problem of transforming its economy while ensuring sustainable economic and environmental development. Hence, an unyielding demand for resources and resulting energy shortages are expected to foster restrictions on Chinese social development for some time. The impetus behind the development of marine resources has been increasing. Nevertheless, it remains difficult to meet the present resource consumption requirements. The traditional economic growth model in China, with high pollution, high consumption, and low profit, has caused significant damage to the environment (Song et al., 2013). Moreover, the low prices have meant that resources have been excessively exploited and wasted. If the exploitation and utilization of marine resources become as extensive, incontinent, and unsustainable as those of land resources, irreversible damage will occur. Presently, the exploitation and utilization of marine resources is at an early stage. Resource shortages can be overcome by enhancing the protection of marine resources and by nurturing mutual relationships.

Marine and coastal resources provide millions of people with their livelihoods, such as fishing and tourism, and a range of critical additional ‘ecosystem services’, from biodiversity and culture to carbon storage and flood protection. Yet across the world, these resources are fast-diminishing under the weight of pollution, land clearance, coastal development, overfishing, natural disasters and climate change. This book shows how economic instruments can be used to incentivize the conservation of marine and coastal resources. It is shown that traditional approaches to halt the decline focus on regulating against destructive practices, but to little effect. A more successful strategy could be to establish schemes such as payments for ecosystem services (PES), or incorporate an element of financial incentives into existing regulatory mechanisms. Examples, both terrestrial and marine, from across the world suggest that PES can work to protect both livelihoods and environments. But to succeed, it is shown that these schemes must be underpinned by robust research, clear property rights, sound governance structures, equitable benefit sharing, and sustainable finance. Case studies are included from south and east Asia, Latin America, Africa and Australia. The book explores the prospects and challenges, and draws lessons from PES and PES-like programmes from across the globe.

This book addresses a timely and compelling emerging issue related to the conservation and sustainable use of marine resources and the sustainable development of the coastal community. Marine protected areas (MPAs) make a remarkable contribution to the protection of marine communities by providing sustainable livelihoods, deriving financial benefits from the development of fisheries and tourism, as well as by restoring ocean productivity and preventing further environmental degradation. These areas have been considered the cornerstone of a blue economy due to their substantial economic, social and environmental contributions. However, MPAs around the world are severely hampered by a multitude of issues and challenges such as inefficient management, poor socioeconomic conditions and environmental degradation due to human activities, overexploitation of marine resources, degradation of water quality, massive waste production and climate change. These are the main obstacles to economic, social and environmental sustainability. Hence, a collaborative management approach and an integrated management policy framework is urgently needed for the economic, social, political, cultural, technological, and ecological development of coastal communities.

How can we manage a so-called "renewable" natural resource such as a fishery when we don't know how renewable it really is? James A. Crutchfield and Arnold Zellner developed a dynamic and highly successful economic approach to this problem, drawing on extensive data from the Pacific halibut industry. Although the U.S. Department of the Interior published a report about their findings in 1962, it had very limited distribution and is now long out of print. This book presents a complete reprint of Crutchfield and Zellner's pioneering study, together with a new introduction by the authors and four new papers by other scholars. These new studies cover the history of the Pacific halibut industry as well as the general and specific contributions of the original work—such as price-oriented conservation policy—to the fields of resource economics and management. The resulting volume integrates theory and practice in a clear, well-contextualized case study that will be important not just for environmental and resource economists, but also for leaders of industries dependent on any natural resource.

In the last decade, the concept of a Blue Economy has ignited a deep theoretical debate. Ranging from the integration of the triple bottom line of sustainability to the optimization of profit from ocean exploitation, the meaning of the term blue economy differs considerably between epistemic communities and even more so among national and regional policies. There is a general sense of the opportunity to realise enhanced social and economic benefits from the sustainable utilisation of their ocean and coastal resources under the umbrella framework of blue economy. Blue economy is gaining traction already as a significant component of national policies, even in spite of a clear conceptualization of the term. Many countries are now preparing national policies towards realising their blue economy ambitions, utilizing the concept as they see fit. Likewise, multilateral and regional organisations are developing guidelines, and providing investment in new research, technologies, and financing tools that promote blue economy. Critical challenges abound, in particular in less privileged countries. These include the gap in research capabilities, governments prioritizing social wellbeing and economic profit in contrast to environmental protection, the identification of new and emerging areas of ocean economic activity that are both socially and ecologically sustainable and holds viable business models that can attract private investment.

The marine environment is one of our most precious yet fragile natural resources. It provides a wide range of essential goods and services, including food, regulation of climate and nutrient cycling, as well as a setting for transport, recreation and tourism. This environment is however extremely complex and very sensitive to development pressures and other forms of human influence. Planning and management of the sea are similarly complicated, reflecting intricate legal, institutional and ownerships patterns. This creates a situation where marine ecosystems are vulnerable to over-exploitation or neglect. The Ecosystem Approach to Marine Planning and Management describes how growing concern about the state of our seas is resulting in the development of new approaches to marine planning and management. For example, the United Nations Environment Programme has called for the widespread introduction of Marine Spatial Planning (MSP), and the European Union has recently been consulting on a new European Maritime Policy designed to stimulate economic growth but at the same time protect the resource base. Within the United Kingdom, the 2010 Marine Act draws upon the experience of town and country planning and brings into being a new system of Marine Spatial Planning. The authors show that a common feature of all these developments is an appreciation that more integrated forms of planning and management are required for our seas and that new arrangements must draw together understanding from natural science, social science and many other perspectives. Adopting such a trans-disciplinary and holistic (or 'ecosystems') approach, the book distils the expertise of these different disciplines and seeks to promote a broader understanding of the origins and practicalities of new approaches to marine planning and management.
