The European Union (EU) has a compliance problem: there are persistent failures in the implementation of EU rules and policies by the member states. This book examines how policy implementation may be improved. It explains the nature of policy mistakes, proceeds to consider how individual public authorities and organizations can avoid making policy mistakes and then, in the light of its findings, derives how the EU may induce its member states and their public authorities to improve their compliance with EU rules and policies. Basically, this is a book about how the right incentives at national level can improve institutional performance and contribute towards more effective application of EU rules across member states without having to confer new competences to the EU. Its premise is that strengthening the capacity of organizations to learn should not only lead to better performance, but should also stimulate useful policy experimentation across the EU. Although this volume focuses on the obligations of EU membership and how to strengthen compliance, the proposed solutions have broader applicability. Improved organizational capacity for policy implementation will also be beneficial in those areas where the EU has no formal competence. Just as member states can learn from each other, so can policy officials in different policy fields. Good practices can spread.

The Microfoundations of Diaspora Politics examines the various actors within and beyond the state that participate in the design and implementation of diaspora policies, as well as the mechanisms through which diasporas are constructed by governments, political parties, diaspora entrepreneurs, or international organisations. Extant theories are often hard-pressed to capture the empirical variation and often end up identifying ‘exceptions’. The multidisciplinary group of contributors in this book theorise these ‘exceptions’ through three interrelated conceptual moves: first, by focusing on understudied aspects of the relationships between states as well as organised non-state actors and their citizens or co-ethnics abroad (or at home - in cases of return migration). Second, by examining dyads of ‘origin’ states and specific diasporic communities differentiated by time of emigration, place of residence, socio-economic status, migratory status, generation, or skills. Third, by considering migration in its multiple spatial and temporal phases (emigration, immigration, transit, return) and how they intersect to constitute diasporic identities and policies. These conceptual moves facilitate comparative research and help scholars identify the mechanisms connecting structural variables with specific policies by states (and other actors) as well as responses by the relevant diasporic communities. Authors Hill (social policy, emeritus, U. of Newcastle) and Hupe (public administration, Erasmus U., Rotterdam, The Netherlands) provide an accessible account of the development of implementation studies. They review the literature on the subject, relating it to contemporary developments in thinking about governance, stressing the continuing importance of a focus upon implementation processes. This book provides both an explanation of the inflation which has bedeviled economic policy in the West since the end of World War II and a micro-economic theory to purge Keynesian models of the Walrasian strain derived from Marshall's Principles. By focusing on what is taken to be the representative business firm of the twentieth century - the large corporation or megacorp - the microeconomic model presented in the book reverses the usual assumptions of economic analysis. Instead of assuming the existence of firms with no control over prices, the book examines how the megacorp uses its pricing power to finance its own internal rate of growth. The result is a determinant model of how prices are set under the sort of oligopolistic conditions which prevail in most modern industries throughout the world.
