Migration has been at the centre of political debate across the OECD in recent years. Drawing on data from the OECD Survey of Adult Skills (PIAAC), this report provides new evidence on differences in migrants' characteristics and contexts and considers how these relate to the skills migrants possess. It also examines the relationship between migrants' skills and their labour and non-labour market outcomes in host countries. Finally, it sheds new light on how migrants' skills are developed, used and valued in host country labour markets and societies. Results and lessons gleaned from analysis highlight the way forward for future research on this topic. The report represents an invaluable resource for policy makers across different sectors as they design and implement strategies aimed at promoting the long-term integration of foreign-born populations in the economic and social life of their countries. The analyses presented allow us to identify the skill composition of foreign-born populations, the labour market and broader social outcomes associated with such skills, and the factors that can promote skill acquisition and skill use.

The European Union (EU) is one of the most favored destinations for immigrants in the world. The subject of migration has been moving up the policy agenda of the EU for some time now. This increasing emphasis will continue with the EU 2020 (post-Lisbon) Strategy, which refers to the potential contribution of migration to EU growth and promotes the idea of labor mobility. Faced with an aging population, possible labor and skills shortages in the economies, and the need to compete for talent with countries such as Australia, Canada, and the United States, the EU is beginning to see legal migration as an opportunity and is thus taking a more proactive approach toward it. 'Migration and Skills: The Experience of Migrant Workers from Albania, Egypt, Moldova, and Tunisia' aims to unravel the complex relationship between migration and skills development. Based upon extensive field surveys carried out by the European Training Foundation and joint analysis of data with the World Bank, the book paints a precise picture of potential and returning migrants from four very different countries two traditional (Egypt, Tunisia) and two new (Albania, Moldova) sending countries. It describes the skills these migrants possess, the extent to which migrants are able to use their skills and training while abroad, and the impact that the experience of migration has on their skills development. The book also offers suggestions on how the governments of countries sending migrants and countries receiving them could move towards more eff ective policies for managing legal migration flows. Policies that address the increasingly circular nature of migration benefit all parties involved. By studying the phenomenon of migration in detail, 'Migration and Skills: The Experience of Migrant Workers from Albania, Egypt, Moldova, and Tunisia' seeks to promote a better understanding of the human faces behind migration: who they are and what they can offer, both to their host countries and their origin countries to which they return.

The author examines social mobility in the enlarged EU by analysing the work sequences of 1865 movers and stayers in Poland. Using indicators of upward and downward social mobility, she explores the role of migration in occupational careers and reveals agency and reflexivity as drivers of non-financial sense-making of migration.

"Most labor and migration studies classify migrants with limited formal education or credentials as 'unskilled.' Despite the value of their work experiences and the substantial technical and interpersonal skills developed throughout their lives, their labor market contributions are often overlooked and their mobility pathways poorly understood. Skills of the Unskilled reports the findings of a five-year study that draws on binational research including interviews with 320 Mexican migrants and return migrants in North Carolina and Guanajuato, Mexico. The authors uncover their lifelong human capital and identify mobility pathways associated with the acquisition and transfer of skills across the migratory circuit, including reskilling, occupational mobility, job jumping, and entrepreneurship."--Provided by publisher.

This open access short reader discusses the emerging patterns of sedentary migration versus mobility of the highly-skilled thereby providing a comprehensive overview of the recent literature on highly-skilled migration. Highly-skilled migrations are arguably the only non-controversial migrant category in political and public discourse. The common perception is that highly-skilled migrants are high-earners with top educational skills and that they are easy to integrate. These perceptions make them a “wanted” migrant. There seems to be however a big divide between the popular perceptions of this migration and its realities uncovered in social research. This publication closes this divide by delving deeper in the variety of experiences, discourses and realities of highly skilled migrants, thereby uncovering the inherent divides between the highly skilled migrants from the North and the South. The reader shows that these divides are constructed realities, shaped by the state policies and underpinned by social imaginary. Written in an accessible language this reader is a perfect read for academics, students and policy makers and all those unfamiliar with the topic.
