U.S. naval forces must be prepared to respond to a broad array of threats. Of increasing importance are those from chemical and biological warfare (CW and BW). To help review its current state of preparedness, the Chief of Naval Operations asked the National Research Council (NRC) to assess the U.S. Navy's defense capabilities against CW and BW threats. In particular to what extent are they being developed to enable naval forces to sense and analyze quickly the presence of chemical and biological agents, withstand or avoid exposure to such agents, deal with contamination under a broad spectrum of operational conditions, and over what period will these capabilities be realized. This report presents the results of that assessment. It provides an overview of the potential threats, and an evaluation of the Navy's operations, non-medical programs, and medical countermeasures designed to confront those threats. The report also presents a series of general and specific findings and recommendations based on these assessments.

The Gulf War has been the only conflict in the last half-century that featured the possible use of chemical-biological weapons against U.S. forces. Vulnerability to such an attack spurred the Department of Defense to action from the first hint of trouble in August 1990 through the end of hostilities in March 1991. Nearly disbanded in 1972, the U.S. Army Chemical Corps would be the prime force in ensuring that U.S. forces could both survive and sustain combat operations under chemical-biological warfare conditions. Focussing on the work of senior Army officials, this account assesses the degree of readiness achieved by the ground war's initiation and the lessons learned since the conflict. For an appropriately trained and equipped military force, chemical weapons pose not the danger of mass destruction but the threat of mass disruption, no more deadly than smart munitions or B-52 air strikes. This book will reveal a coordinated response to train and equip U.S. forces did take place prior to the feared Iraqi chemical and biological attacks. Undocumented in any other book, it details the plans that rushed sixty Fox reconnaissance vehicles to the Gulf, the worldwide call for protective suits and masks, and the successful placement of biological agent detectors prior to the air offensive. In addition, the work addresses what really happened at Khamisiyah. Were troops exposed to chemical weapons and what is behind the mysterious Gulf War Syndrome?

The acquisition and modernization of chemical warfare (CW) capabilities by slate and non-state actors, coupled with the vulnerability of ships restricted in maneuverability to chemical weapons attacks, makes CW defense an increased priority for the U.S. Navy. Adversaries may be deterred from using chemical weapons against naval forces if the U.S. Navy demonstrates that it can continue operations under CW conditions. In order to conduct a psychological operations campaign that will achieve the desired result, naval forces must be prepared to conduct operations in CW environments while simultaneously protecting personnel from the effects of chemical weapons. This thesis applies the principles of chemical defense outlined in Joint Publication 3-11 contamination avoidance, protection, and decontamination to requirements for naval operations. It then compares the current doctrine, training, organization, and equipment of the U.S. Navy to the requirements generated by the Department of Defense. This thesis argues that the ability of the U.S. Navy to conduct military operations in CW environments could be improved through expanded operational doctrine, a reorganization of shipboard roles for CW defense, integrated and realistic unit training, and additional procurement of collective protection systems. Implementation of these modest recommendations can dramatically increase the CW preparedness of the U.S. Navy.
