Oecd Public Governance Reviews Innovation Skills In The Public Sector Building Capabilities In Chile

This report, the first of its kind on an OECD country, assesses the abilities, motivations and opportunities in Chile’s public service for contributing to innovation, and provides recommendations on how to further develop them.

The Government of Chile has set out a vision to develop a more inclusive society, and sees public sector innovation as a means to achieve it. But in order to achieve these ambitious goals, the Government will need to improve the innovation-related skills and capabilities of the Chilean public service. This report, the first of its kind on an OECD country, assesses the abilities, motivations and opportunities in Chile's public service for contributing to innovation, and provides recommendations on how to further develop them.

In Brazil, as in other countries, innovation in the public sector is a core leadership challenge. This review analyses public procurement policies and practices of ISSSTESON, the institution providing health and pension services to the workers of the State Government of Sonora, Mexico. It benchmarks ISSSTESON practices against the 2015 Recommendation of the Council on Public Procurement to help the institute upgrade its procurement operations and increase efficiency, in a difficult financial environment. It also examines the revenue structure of the Institute and suggests reforms for the pension scheme, which is too generous compared to national and international experience.

This study assesses the evolution, achievements and challenges in the design and implementation of digital government strategies in Chile since 2004. It aims to support the Government of Chile in framing and implementing future strategic decisions and developing digital capacity throughout the public sector. In particular, it looks at how Chile can build a whole-of-government approach to embed digital approaches into everyday government operations.
