Well-functioning political parties are essential components of democracy. They organize voters, aggregate and articulate interests, craft policy alternatives, recruit and socialize new candidates for office, set policy-making agendas, integrate disparate groups and individuals into the democratic process, and provide the basis for coordinated electoral and legislative activity. But political parties in many developing democracies remain weak and underdeveloped, often being based around personal, ethnic or regional ties rather than national interests. Today, with more states deciding their leaders through multiparty elections than ever before, many developing democracies seek to shape the development of political parties and party systems by regulating the way parties can form, organize and behave. Most of these ambitious initiatives and innovations emanate from new democracies rather than established Western examples. This volume examines this growing trend in conflict-prone societies towards promoting stable and inclusive political parties via political party regulation and engineering in developing democracies around the world.

Based on a unique comparative study of Burundi, Rwanda, Ethiopia, Lebanon, Bosnia-Herzegovina, Nepal, Myanmar, the Philippines, and Fiji this book analyses the formal and informal arrangements defining the post-conflict political order in these countries and evaluates whether these systems strengthened or weakened the chances of establishing sustainable peace and lasting democracy. What can be learned from these cases? Each country has it unique history but they are faced with comparable challenges and dilemmas in building a democratic future. Which solutions seem to contribute to democratic stability and which do not? These questions are discussed in light of theoretical literature, case studies, and field interviews with the authors concluding that systems based on proportional representation offered the best prospects for including diverse and conflicting identities and building unified political systems. The book is of particular interest to students of democracy and peace-building; academics as well as decision-makers and practitioners in the field.

This paper is one of a series being prepared for the National Research Council's Committee on International Conflict Resolution. The committee was organized in late 1995 to respond to a growing need for prevention, management, and resolution of violent conflict in the international arena, a concern about the changing nature and context of such conflict in the post-Cold War era, and a recent expansion of knowledge in the field. The committee's main goal is to advance the practice of conflict resolution by using the methods and critical attitude of science to examine the effectiveness of various techniques and concepts that have been advanced for preventing, managing, and resolving international conflicts. The committee's research agenda has been designed to supplement the work of other groups, particularly the Carnegie Corporation of New York's Commission on Preventing Deadly Conflict, which issued its final report in December 1997. The committee has identified a number of specific techniques and concepts of current interest to policy practitioners and has asked leading specialists on each one to carefully review and analyze available knowledge and to summarize what is known about the conditions under which each is or is not effective. These papers present the results of their work.

From Afghanistan and Iraq to Haiti, Cote d'Ivoire, and Egypt, ill-timed, fraudulent, or poorly managed elections have led to discord, violence, and even regime change. While much of the international community views elections as a critical milestone in the stabilization of war-torn societies,Elections in Dangerous Placesshows how flawed elections can act as democracy in reverse and diminish political legitimacy and stable governance. Through a series of frank and incisive case studies of conflicted countries, contributors' chapters challenge the centrality and timing of elections as a key pillar of reconstruction at a war's end. They underline the dangers in rushing elections, compromising principles, and lowering the bar for what constitutes free and fair elections in situations of conflict. The authors also underline the economic cost of elections in uncertain political situations and argue that global taxpayers, who must bear the burden, are justified in questioning the value of ill-timed elections. A candid and important study of political turmoil,Elections in Dangerous Placesprovides valuable lessons and practical advice on how to better mitigate conflict and violence before, during, and after highly charged elections.

In this book Michels analyzes the tendencies that oppose the realization of democracy, and claims that these tendencies can be classified in three ways: dependence upon the nature of the individual; dependence upon the nature of the political structure; and dependence upon the nature of organization. This edition, described by Morris Janowitz as a "classic of modern social science" and by Melvin Tumin as "the beginning of a tradition", offers a landmark study in political science. Following its original publication in 1910, the study and analysis of political parties was established as a new branch of science. Political Parties continues to be a foundation work in the literature and is a necessary addition to the libraries of contemporary political scientists, sociologists, and historians. In Sub-Saharan Africa, the spread of democracy since the 1990s has been accompanied by the proliferation of bans on ethnic political parties. A majority of constitutions in the region explicitly prohibit political parties to organize on the basis of race, ethnicity, religion, region and other socio-cultural attributes. More than a hundred political parties have been dissolved, suspended or denied registration on these grounds. This book documents the experience with ethnic party bans in Africa, traces its origins, examines its record, and answers the question whether ethnic party bans are an effective and legitimate instrument in the prevention of ethnic conflict. This book was published as a special issue of Democratization.
