The importance of ports is undeniable in the trade industry. The ports play a pivotal role in facilitating economic activities, especially in imports and exports. However, this year has been afflicted by the COVID-19 pandemic which caused a global economic downturn, and the port sector was not spared. MIMA with the support from the Ministry of Transport Malaysia, Port Klang Authority, Johor Port Authority, Kuantan Port Authority, and Kuantan Port Consortium organised a Webinar on Port Governance and Management: Post-Pandemic Recovery on the 30th of November 2020. The relationship between ports and governments has changed profoundly over the past quarter of a century. Many governments have sought to extract themselves from the business of port operations and, in many cases, the provision of port services has devolved to local governments, communities or private management and administration. As such devolution implies a change in governance model, this trend raises questions about consequent performance. This issue examines the changed port management environment, focusing particularly on government policies such as devolution, regulatory reform and newly imposed governance models, all of which have exerted a significant influence over the nature of that changed environment. The issue is structured so as to first explore the devolution and port reform approaches for 14 countries or regions, before examining how ports are governed and what the choice of governance might mean for their performance. Part I introduces the issue, and provides a framework for defining the basic concepts involved in devolution; it paints a picture of the current port environment, its likely future evolution and the expected impact this will have on the functioning of ports. Part II examines the port industry in 14 countries or administrations, and presents the thinking behind any devolution programs that have been implemented. Part III focuses on port governance and devolution generally, and examines governance from both strategic management and economics perspectives, including topics such as governance models, supranational governance and stakeholder conflict. Part IV examines the measurement of port performance and closes by providing conclusions and a future research agenda. The increasing emergence, re-emergence, and spread of deadly infectious diseases which pose health, economic, security and ethical challenges for states and people around the world, has given rise to an important global debate. The actual or potential burden of infectious diseases is sometimes so great that governments treat them as threats to national security. However, such treatment potentially increases the risk that emergency disease-control measures will be ineffective, counterproductive and/or unjust. Research on ethical issues associated with infectious disease is a relatively new and rapidly growing area of academic inquiry, as is research on infectious diseases within the field of security studies. This volume incorporates ethical and security perspectives, thus furthering research in both fields. Its unique focus on the intersection of ethical and security dimensions will, furthermore, generate fresh insights on how governments should respond to infectious disease challenges. Readers should include professionals and scholars working in infectious disease, epidemiology, public health, health law, health economics, public policy, bioethics, medical humanities, health and human rights, social/political philosophy, security studies, and international politics.

ASEAN’s real gross domestic product (GDP) had declined sharply due to the COVID-19 pandemic. The economic downturn and the uncertainty about the future reduced the new investments in green projects drastically. Besides this, many governments rolled back environmental regulations and taxes and increased fossil-fuel intensive infrastructure and electricity to stimulate economic growth. Post-Pandemic Green Recovery in ASEAN consists of several empirical studies using fresh data, with regional and country-level perspectives on ways to keep the greenness of the economic recovery plans. The chapters look at various aspects and sectors, including tourism, infrastructure, energy, small and medium enterprises (SMEs), employment, and livelihood, by assessing the effectiveness of various tools and instruments, including green finance, carbon taxation, green Sukuk, credit guarantee, cash transfer payment, power purchase agreements, and the related policies. They also provide practical policy recommendations useful for the ASEAN member states and other developing regions for the green recovery in the post-pandemic. Reiterating the importance of green and low-carbon mechanisms and climate change tackling policies besides the usual economic recovery strategies, this book is a precious resource for the researchers of economics, finance, ASEAN and Asian studies, and policymakers.
