Intergenerational income mobility is of great societal importance due to its relevance to equal socio-economic opportunity and future economic efficiency. In her book Dr Hou explores the potential role of education policy in reducing intergenerational transmission of poverty and promoting intergenerational income mobility in China. Her research investigates the extent to which intergenerational income persists in China, the mechanisms behind intergenerational inequality, and premises for policy intervention. The interaction between families, labour markets, and public policies that structure a child’s opportunities and determine the extent to which income is related to family background are discussed in detail. This open access book explores the historical, cultural and philosophical contexts that have made anti-poverty the core of Chinese society since Liberation in 1949, and why poverty alleviation measures evolved from the simplistic aid of the 1950s to Xi Jinping's precision poverty alleviation and its goal of eliminating absolute poverty by 2020. The book also addresses the implications of China's experience for other developing nations tackling not only poverty but such issues as pandemics, rampant urbanization and desertification exacerbated by global warming. The first of three parts draws upon interviews of rural and urban Chinese from diverse backgrounds and local and national leaders. These interviews, conducted in even the remotest areas of the country, offer candid insights into the challenges that have forced China to continually evolve its programs to resolve even the most intractable cases of poverty. The second part explores the historic, cultural and philosophical roots of old China's meritocratic government and how its ancient Chinese ethics have led to modern Chinese socialism's stance that "poverty amidst plenty is immoral". Dr. Huang Chengwei, one of China's foremost anti-poverty experts, explains the challenges faced at each stage as China's anti-poverty measures evolved over 70 years to emphasize "enablement" over "aid" and to foster bottom-up initiative and entrepreneurialism, culminating in Xi Jinping's precision poverty alleviation. The book also addresses why national economic development alone cannot reduce poverty; poverty alleviation programs must be people-centered, with measurable and accountable practices that reach even to household level, which China has done with its "First Secretary" program. This book utilises expectancy–value theory and undermining effect of extrinsic reward theory to examine the impact of the Central Government-Funded Teacher Education (CGFTE) policy on Chinese pre-service teachers' motivations for choosing the teaching profession. Quantitative data analysis revealed six distinct categories of motivations to teach: teacher influence, job advantages (extrinsic), social value (altruistic), personal interest (intrinsic), others' suggestions, and fallback career. These categories were further exemplified in ten narrative stories. The findings indicate that the CGFTE policy attracts high-school graduates with higher intrinsic motivation to enrol in teacher-training programs, but it seems ineffective in increasing their intrinsic career-choice motivation. It is argued that the CGFTE policy, which emphasises extrinsic benefits but limits professional development, does not have a significant negative impact on pre-service teachers' motivation to choose teaching. This conclusion is supported by the offsetting effects of the policy's restrictive and encouraging aspects, as explained by expectancy–value theory and the qualitative data. Nevertheless, the intrinsic motivation of policy-funded pre-service teachers did not improve as much as that of their self-supported counterparts, indicating potential undermining effects of the policy. The study concludes by discussing the implications of these findings for enhancing the CGFTE policy, teacher training, and career education in China. The book will be an essential read for students and scholars of higher education, Chinese studies, and educational studies in general.
