Quantitative Methods For Place Based Innovation Policy

Place-based innovation policy design requires an in-depth understanding of territories and their complexity. Traditional statistics, with a lack of publicly available data at the disaggregated (sub-sectoral and regional) level, often do not provide adequate information. Therefore, new methods and approaches are required so that scientists and experts that can inform decision-makers and stakeholders in choosing priorities and directions for their innovation strategies. The book replies to such a need by offering advanced mapping methodologies for innovation policies with a special focus on approaches that take into account place-based policies.

Offering a novel contribution within the growing field of regional innovation policies, this book combines recent theoretical developments and empirical contributions, with a particular focus on non-core regions. Leading academics in the field discuss the topics of regional path transformation, place-based strategies and policy learning. Also included are sections on the role of EU institutions on the promotion of regional innovation and the analysis and comparison of the innovation policies experiences of four non-core European regions.

The last decade has witnessed a radical transformation of the landscape shaped after World War II, as described in the seminal collection edited by Richard Nelson in the early 1990s. Even though national systems have inherited different institutional arrangements and trajectories, analyses show three major converging trends in their public policies. There has been a retraction from support to large firms and programmes and a shift toward small to medium enterprises and the innovation infrastructure; the focus on public research and training capabilities is growing; and there has been a redesign of public intervention with the growing role of regions and states on one hand and multinational authorities on the other, particularly in the European Union.

This book examines the problem of the innovation divide in the world economy, and convergence in innovation performance between leaders and followers, analysed through the prism of Chinese experiences, and explored from an European Union (EU) perspective. The rationale for research conducted in this book is an observation of a significant change in the geography of world innovation, reflected in the emergence of innovation hubs in developing countries and in the shift of manufacturing activity, including high and medium-high technology industries, to emerging economies, mainly China. The book analyses the factors of Chinese innovation success in recent decades, such as: China’s science, technology and innovation policy, increased R&D expenditures, human capital development and the development of clusters and highly specialized industries. It also focuses on the challenges for developed European economies, which are being at risk of losing their knowledge-related sources of competitive advantage. It also offers recommendations for future policy actions. The book’s analysis goes beyond a cross-country comparison, taking into account a regional perspective. The reason for this regional dimension is the increasingly recognized importance of proximity in stimulating innovation processes, and an observed strong geographical polarization of innovation activity at specific regions seen in the emergence of clusters, particularly visible in China. The monograph will provide an up-to-date reference for academics and students across a variety of disciplines. It will be of particular interest to researchers in the area of innovation and practitioners doing business in China, as well as policymakers at international, national and regional levels involved in designing and implementing innovation policy.

With regions and nations having formally fulfilled the ex ante conditionality, this book provides a first overall review of RIS3 policy processes, aiming to assess the consistency of the concept of smart specialization from an applied, policy-oriented perspective. Moving from the theory of design to the practice of implementation, the reflections and case studies in this volume reveal strengths and weaknesses in the way concrete strategies have been conceived and implemented, enabling reflections on the future of the concept in a more general sense. In many cases, smart specialization strategies turn out to be new variants of regional development policies, embracing the importance of a place-based approach. However, the approach’s potential to add distinctive value will stem from its capacity to turn innovation and knowledge into tools for local development by harnessing them for wider territorial development goals. By helping regions to identify and leverage untapped resources through new processes, smart specialization-based policies may help to reconcile cohesion and competitiveness objective. Consequently, new approaches appear most promising where institutional, administrative and political conditions allow the setup of genuinely new processes and where their focus is on territorial assets in a comprehensive manner rather than mere industrial renewal. This publication summarises the main findings of a series of high-level expert workshops, organised with support by the European Commission, to deepen the understanding how OECD countries can move towards a broad‐based form of innovation policy for regions and cities. Weaknesses in technology and knowledge diffusion are weighing on productivity growth and innovation in OECD countries, particularly in firms that are distant from the technological frontier (global or national). This in turn weakens their capacity to meet future challenges and undermines inclusive growth.
