The Laurence and Lynne Brown Democracy Medal is an initiative of the McCourtney Institute for Democracy at Pennsylvania State University. It annually recognizes outstanding individuals, groups, and organizations that produce exceptional innovations to further democracy in the United States or around the world. In this book, Albert W. Dzur argues that some of the most innovative and important work in democracy is taking place face-to-face and is being led by professionals who bring those involved into the decision making process. These "democratic professionals" create a culture that leads to better decisions and overcomes what he calls "civic lethargy." He focuses on how this democratic professionalism manifests itself in the operation of a wide range of public institutions, including schools and local government, as well as in the reform of our criminal justice system, from juries to prisons.

In the face of authoritarian, divisive trends and multiplying crises, when politics-as-usual is stymied, Awakening Democracy through Public Work shows it is possible to build foundations for a democratic awakening grounded in deep American traditions of a citizen-centered commonwealth. Awakening Democracy through Public Work begins with the story of Public Achievement, a youth civic education and empowerment initiative with roots in the civil rights movement. It describes Public Achievement's first home in St. Bernard's, a low-income Catholic elementary school in St. Paul, Minnesota, and how the program spread across the country and then abroad, giving birth to the larger concept of public work. In Public Achievement, young people practice "citizen politics" as they tackle issues ranging from bullying, racism, and sexual harassment to playground improvements, curriculum changes, and better school lunches. They develop everyday political skills for working across differences and making constructive change. Such citizen politics, more like jazz than a set piece of music, involves the interplay and negotiation of diverse interests and views, sometimes contentious, sometimes harmonious. Public Achievement highlights young people's roles as co-creators—builders of schools, communities, and democratic society. They are not citizens in waiting, but active citizens who do public work. Awakening Democracy through Public Work also describes how public work can find expression in many kinds of work, from education and health to business and government. It is relevant across the sweep of society. People have experimented with the idea of public work in hundreds of settings in thirty countries, from Northern Ireland and Poland to Ghana and Japan. In Burundi it birthed a national initiative to rework relations between villagers and police. In South Africa it helped people in poor communities to see themselves as problem solvers rather than simply consumers of government services. In the US, at Denison University, public work is being integrated into dorm life. At Maxfield School in St. Paul, it is transforming special education. In rural Missouri, it led to the "emPowerU" initiative of the Heartland Foundation, encouraging thousands of young people to stay in the region. In Eau Claire, Wisconsin, it generated "Clear Vision," a program providing government support for citizen-led community improvements. Public work has expanded into the idea of "citizen professionals" working with other citizens, not on them or for them. It has also generated the idea of "civic science," in which scientists see themselves as citizens and science as a resource for civic empowerment. Awakening Democracy through Public Work shows that we can free the productive powers of people to work across lines and differences to build a better society and create grounded hope for the future.

E-government and Public Sector Process Rebuilding: Dilettantes, Wheelbarrows, and Diamonds provides an input to rebuild and improve the processes in which the public sector perform activities and interact with the citizens, companies, and the formal elected decision-makers. Through eleven chapters, the book emphasizes information systems (IS) as the vehicle for redirecting the public sector towards its key customers. The book stresses serious capability challenges inhibiting the digital transformation using activity and customer centric applications. The dilettantes in the public sector are in need of upgrading, rethinking, and refocusing their use of IS. There is a need to revisit the extensive use of digital wheelbarrows to transmit data, and complement the transactional focus with IT-enabled analysis of the activities. There is also a need to recognize that IS are not just flashy and shining diamonds to be shown off on special occasions. IS are, as most diamonds, manufactured products, part of the activities and intended for replacement whenever the diamonds are no longer suitable for serving their purpose - diamonds do not last forever.

Stepping out and turning to one another is difficult but necessary. For our democracy to thrive at a time when we face wicked problems that involve tough trade-offs it is vital that all citizens participate fully in the process. We need to learn to listen, think, and act with others to solve public problems. This collaborative task begins with creating space for democracy. This book provides a guide for doing so on campus through deliberation and dialogue.At the most basic level, this book describes collaborative and relational work to engage with others and co-create meaning. Specifically, dialogue and deliberation are processes in which a diverse group of people moves toward making a collective decision on a difficult public issue.This primer offers a blueprint for achieving the civic mission of higher education by incorporating dialogue and deliberation into learning at colleges and universities. It opens by providing a conceptual framework, with leading voices in the dialogue and deliberation field providing insights on issues pertinent to college campuses, from free speech and academic freedom to neutrality and the role of deliberation in civic engagement. Subsequent sections describe a diverse range of methods and approaches used by several organizations that pioneered and sustained deliberative practices; outline some of the many ways in which educators and institutions are using dialogue and deliberation in curricular, co-curricular, and community spaces, including venues such as student centers, academic libraries, and residence halls. When the levee system protecting New Orleans failed and was overtopped in August 2005 following the arrival of Hurricane Katrina, 80 percent of the city was flooded, with a loss of 103,000 homes in the metropolitan area. At least 986 Louisiana residents died. The devastation hit vulnerable communities the hardest: the elderly, the poor, and African-Americans. The disaster exposed shocking inequalities in the city. In response, numerous urban plans and myriad architectural projects were proposed. Nearly nine years later, debates about planning and design for recovery, renewal, and resilience continue. This bold, challenging, and informed book gathers together a panorama of responses from writers, architects, planners, historians, and activists-including Mike Davis, Rebecca Solnit, Naomi Klein, Denise Scott Brown, and M. Christine Boyer-and searches for answers to one of the most important questions of our age: How can we plan for the urban future, creating more environmentally sustainable, economically robust, and socially equitable places to live?
