Regional Economic Communities

This book examines how the existence of overlapping regional institutions has presented a daunting challenge to the workings of various Regional Economic Communities (RECs) on the African continent. The majority of the African countries are members of overlapping and, sometimes, contradictory RECs. For instance, in East Africa, while Kenya and Uganda are both members of EAC and COMESA, Tanzania, which is also a member of the EAC, left COMESA in 2001 to join SADC. In West Africa, while all former French colonies belong to ECOWAS, they simultaneously keep membership of UEMOA, an organization which is not recognized by the African Union (AU). Such multiple and confusing memberships create unnecessary duplication and dims the light on what ought to be priority. Various chapters in this book have therefore sought to identify and proffer solutions to related challenges confronting the workings of the RECs in different sub-regions of the African continent. The discourses range from security to the stock exchange, identity integration, development framework, labour movement and cross-border relations. The pattern adopted in the book involves devolution of related discussions from the general to the specific; that is, from the continental level to sub-regional case studies.

This book outlines challenges to the effective operation of regional economic communities (RECs) with regards to peacebuilding in Africa. Critically examining these issues from an interdisciplinary perspective, with a focus on comparative analysis of the status, role, and performances of the Economic Community of West African States (ECOWAS) and Intergovernmental Authority on Development (IGAD), it examines particular constraints to their effective participation in regional initiatives. Focussing on inadequate technical capabilities, the complicity of state and non-state actors in conflicts within a region, the domestic politics of member states, it additionally addresses related theories and practices of peacekeeping, security, development, and the peacebuilding nexus. It also engages provisioning, regionalism, and regional peacekeeping interventions, the legal and institutional framework of RECs, and civil society and peacebuilding. Fundamentally, the book asks how effective the alliances and partnerships are in promoting regional peace and security and how much they are compromised by the intervention of external powers and actors, exploring new ideas and actions that may strengthen capacities to address the peacebuilding challenges on the continent effectively. This book will be of key interest to scholars and students of African politics and studies, peace and security studies, regionalism studies, policy practitioners in the field of African peacebuilding, and more broadly to international relations. This report examines the effectiveness of Africa's regional economic communities in pushing forward the regional integration agenda towards the objectives of the Abuja Treaty establishing the African Economic Community. A fully functioning African Economic Community will remove all barriers to movement of people, goods and services across the continent, thereby creating a single economic space. The report examines the critical role that institutions in general can play in achieving policy objectives, and the specific role that African institutions perform. The analysis focuses on the regional economic communities, which have been designated by the African Union as the building blocks for achieving the African Economic Community.

Since 1963, when the African integration project was born, regional Economic Communities (RECs) have been an indispensable part of the continents deeper socioeconomic and political integration. More than half a century later, such regional institutions continue to evolve, keeping pace with an Africa that is transforming itself amid challenges and opportunities. RECs represent a huge potential to be the engines that drive the continents economic growth and development as well as being vehicles through which a sense of a continental community is fostered. It is critical therefore that citizens understand the multi-faceted and bureaucratic operations of regional institutions in order to use them to advance their collective interests.

The global 'financial' crisis at the turn of the decade has accelerated changes in the relative standing of major regions. As both the US and Eurozone economies have confronted a series of setbacks and struggles to find their second breath, so Asia, Latin America and even Africa have picked up the slack and have been able to maintain high levels of growth. The resilience of the Global South questions whether we are witnessing an evolution towards a regional rebalancing or even global restructuring. This responding volume has four interrelated topics. It explores the transformation taking place in/with regard to the financing of development in the Global South and the apparition of new players in the field. The emergence of 'New Regionalisms' in the South and the usefulness of these experiences for comparative studies of regional relationship is explicated. It turns its attention to new forms of transnational governance that are emerging and the role that a novelty of actors play in this 'new multilateralism'. Finally, it looks into the implications of this trio of novel directions and players for analyses and policies.

This book examines the past, present and prospects of regional economic integration in Africa. The empirical analysis ranges from unions formed during the years following independence, to the proposed African Continental Free Trade Area (AfCFTA), which aims to remove trade barriers between all 55 African states. In addition, the book explores to what extent Africa’s Regional Economic Communities (RECs) have advanced in accordance with a linear integration model of goods, labor and capital markets. The book subsequently evaluates the suitability of the European model of deep integration with costly institutions for the conditions specific to Africa, considering, for example, the role of informal and non-recorded trade. Stylized cases of regional division of labour with increasing returns and imperfect competition are introduced to support the economic integration logic. Past and current economic policies in Africa are scrutinized to answer the question: how can African regions best foster new manufacturing industries and value chains across the continent? In conclusion, the book outlines content and processes of Common Industrial Policy in the African regions. The book also addresses the controversial issue of international trade agreements between developing countries and the European Union or the USA and investigates whether these agreements impede or promote economic development in Africa. The book includes a detailed roadmap describing how to improve key clauses of agreements for economic partnership in the interest of African countries. In closing, it outlines a new vision of joint sustainable development for Africa and Europe.

This publication examines progress towards regional integration in Africa; defined as one of the anchoring ideals of African unity and the basis for the New Partnership for Africa's Development (NEPAD) development framework. The report analyses the current state of the integration process, highlighting where efforts have succeeded or failed. Findings include that progress has been mixed across sectors, regional economic communities and member states; with some notable progress in trade, communications, transport and macroeconomic policy. Overall however, substantial gaps remain between goals and achievements of most regional economic communities, particularly in terms of internal African trade, macroeconomic policy convergence, production and physical connectivity. ​This book presents a number of key studies pertaining to the most pressing challenges of economic regional integration in West Africa. The issues of monetary coordination, foreign exchange volatility, taxation, savings and macroeconomic convergence are investigated from a regional perspective. The characteristics of West Africa’s trade policy are reviewed and assessed in comparison to that of the Southern African Development Community (SADC). The extent to which regional integration can tackle the challenge of unemployment is the focus of studies on labour markets. Development of the private sector and coordination of regional cross-border transportation are examined through the lens of economic collaboration between Arab and African countries. The book provides fresh new answers to persistent development questions and sheds new light on long-held views that are either incomplete or no longer true. It also opens new perspectives on the search for sustainable avenues for Africa’s development. In this regard, it may contribute to the emergence of a new paradigm on Africa’s development process and its science-based, policy-oriented implementation.
