Regional Intelligence

Regional Intelligence is an emerging field that leverages the lessons learned through decades of regional science. By merging spatial analysis with quantitative analytical techniques in the Anthropocene, this book contributes to the multidisciplinary understanding of regional issues. The locational aspects of regional paradigms are explored through various empirical studies that promote a rich and diversified understanding of regional issues concerning policy, governance, land use, and territorial decisions. Given its scope, the book will appeal to scholars and students of regional and spatial sciences and geography, as well as practitioners and decision makers engaged in regional planning and policymaking, looking for new methodological approaches that offer insights into sustainable development, regional prosperity, and livability. As a unique contribution, this book challenges the status quo on how complex spatial problems at an international level and at multiple scales can be comprehended.

This book focuses on the measurement and utilisation of quantitative indicators in the urban and regional planning fields. There has been a resurgence of academic and policy interest in using indicators to inform planning, partly in response to the current government's information intensive approach to decision-making. The content of the book falls into three broad sections: indicators usage and policy-making; methodological and conception issues; and case studies of policy indicators.

The development of a research, teaching, or application of competitive (economic) intelligence requires a strategic and transverse vision in regards to related issues. It is essential to integrate the role of culture when interpreting results, either from the training of a specialist or in respect to a country or region. The authors of this book, members of an expert group supported by the CNRS in France, bring all of their talents together to create a comprehensive book that does just this and more.

The value proposition for fusion centres is that by integrating various streams of information and intelligence, including that flowing from the federal government, state, local, and tribal governments, as well as the private sector, a more accurate picture of risks to people, economic infrastructure, and communities can be developed and translated into protective action. The ultimate goal of fusion is to prevent manmade (terrorist) attacks and to respond to natural disasters and manmade threats quickly and efficiently should they occur. As recipients of federal government-provided national intelligence, another goal of fusion centres is to model how events inimical to U.S. interests overseas may be manifested in their communities, and align protective resources accordingly. There are several risks to the fusion centre concept -- including potential privacy and civil liberties violations, and the possible inability of fusion centres to demonstrate utility in the absence of future terrorist attacks, particularly during periods of relative state fiscal austerity. Fusion centres are state-created entities largely financed and staffed by the states, and there is no one "model" for how a centre should be structured. State and local law enforcement and criminal intelligence seem to be at the core of many of the centres.
