Responsible Growth For The New Millennium

This publication considers the key public policy challenges facing the international community in order to achieve balanced, equitable and sustainable development beyond the Millennium Development Goal targets for 2015. Issues considered include: agriculture and rural development, world trade policy reform, poverty reduction, sustainable energy policies, water resources, water supply and sanitation, biodiversity and global environmental challenges, forestry conservation and development, and strategic priorities for social development.

The dominant conceptions of development and the right thereto have been confined to narrow, sectoral interpretations focusing on economic matrices and collective entities such as the state or peoples. This book delimits these key notions of the public order of the 21st century in an entirely new fashion. Drawing on fundamental precepts of policy-oriented jurisprudence, this book offers a comprehensive and systematic study and redefinition of development and the right to development guided by the goal of maximum access by all to the processes of shaping and sharing of all things humans value, including, empirically, aspirations to power, wealth, well-being, affection, enlightenment, skills, respect, and rectitude. This new paradigm of development offers fertile ground for legal and policy responses designed to bring about a public order of human dignity in all parts of the planet.

This evaluation assesses the Bank Group's support for environmental sustainability in both the public and private sectors over the past 15 years. It identifies several crucial constraints that need to be addressed, perhaps most importantly insufficient government commitment to environmental goals and weak institutional capacity to deal with them. But constraints within the Bank Group, including insufficient attention to longer-term sustainable development, must be reduced as well. The Bank Group needs improved systems in place across the World Bank, IFC, and MIGA to monitor environmental outcomes and to assess impacts. Better coordination among the three parts of the Bank Group is also among the key challenges.

The extensive explanations of major economic concepts combined with selected key historical primary source documents and a glossary will endow readers with a fuller comprehension of our economic world.

Approximately 80 per cent of the population of Latin America is concentrated in urban centres. Pressure on water resources and water management in cities therefore provide major challenges. Despite the importance of the issues, there has been little systematic coverage of the topic in book form. This work fills a gap in the literature by providing both thematic overviews and case study chapters. It reviews key aspects of why water matters in cities and presents case studies on topics such as groundwater management, green growth and water services, inequalities in water supply, the financing of water services and flood management. Detailed examples are described from Argentina, Brazil, Colombia, Ecuador, Mexico and Peru, and there is also a chapter comparing lessons which might be learnt from US cities. Contributing authors are drawn from both within and outside the region, including from the Inter-American Development Bank, OECD and World Bank to set the issues in a global context.

Major socioeconomic determinants of ecological footprints are fleshed out using Comparative Model Analysis and rigorous Multiple Regression Analysis. The study exposes the inequitable distribution of the world’s ecological footprints and also heightens the concern about ecological imbalances and overshoots. It explains how sustainable development can be promoted and achieved in regional, national, and local jurisdictions. The study provides information that will likely help various governments and policy-makers determine if a given nation, region, or culture is on a sustainable path. It helps government leaders, planners, policy-makers, and even students of sustainability make a difference in mitigating the effects of various environmental stressors. If this book makes people and policy-makers in different countries, regions, and cultures think globally but act locally, then the objectives are well-served.

Human wellbeing depends on the capacity of the earth’s natural systems to provide ecosystem goods and services. However, the Millennium Ecosystem Assessment chillingly concludes that unless we take action to mitigate the current decline in ecosystem services, the cost to society will be substantial. In this publication, IUCN defines three key challenges that will need to be addressed in the near future in order to deliver internationally-agreed development goals. Actions for implementation for all three challenges are also proposed, as well as some 'First Steps’ that should be initiated now if we are to secure our future.
