The Committee examined a number of case studies during its inquiry including the Mersey Gateway Project, the Tyne Tunnels and proposals for new crossings in East London and the Lower Thames. The Transport Committee says a short-term approach to planning key infrastructure projects has left many estuary areas in the UK with inadequate transport capacity and poor connectivity: "A lack of cross-river capacity limits local and national economic growth so we call upon the Government to take a far more long-term approach when planning new bridges and tunnels. The Government must rectify that weakness as soon as possible. Important infrastructure projects, such as the Mersey Gateway Bridge, have the potential to generate economic growth by linking workers to jobs and consumers to retailers." The Committee welcomes proposals to build a package of new river crossings in east London and believes these developments are "long overdue."

Crossing a river against a defending enemy force is a difficult and complex task for any army. History has shown that preparation is necessary to avoid disasters during this type of operation. In 2003, the Third Infantry Division crossed the Euphrates River because it was prepared for this task and possessed the necessary equipment. Since then, no other divisions or corps has executed river crossing operations. While the United States Army focused on counterinsurgency operations during the last twelve years, it underwent significant changes to adapt to meet the adversities on the battlefield. It transformed its war-fighting organizations, trained its corps and divisions with computer simulations, and relegated field training to brigade and below units. In addition, its current doctrine now refers to river crossings as the deliberate wet gap crossing. Because of these changes, many questions arose as to the present corps and divisions’ preparedness to do large-scale operations, to include its ability to plan, prepare, and execute the deliberate wet gap crossing. If called today, could these organizations conduct this complex operation? Examining river crossings in Europe during the Second World War was appropriate for insight into how the previous generation of corps and divisions prepared and executed such a complex task. After analyzing how these units were able to cross the numerous waterways in Europe, the present Army should consider reassessing its doctrine, training, and organization and equipment to prepare its units for future deliberate wet gap crossings.

Pipeline Crossings (Manuals and Reports on Engineering Practice #89) was prepared by the Task Committee on Pipeline Crossings, Pipeline Crossings Technical Committee, Pipeline Division of the American Society of Civil Engineers. The purpose of this manual is to present common approaches for the design of crossing installations through the use of examples of standard practice as they exist in industry today. While the emphasis is on the pipeline crossing techniques of highways, railroads, and waterways, they can also be applied to cable and conduit crossings. The manual is divided into four major sections. First, general concepts are presented, including crossing environments, permits, and a description of the various types of crossings. The second section discusses the design issues while the different construction methods are explored in detail in the next section. Finally, the fourth section features a glossary of terms and a bibliography of resource materials. For new engineers, this manual may supplement what they were taught in school about pipeline design and construction. For more experienced engineers, it will hopefully provide useful options and guidelines from current practice.
