‘Complexity of Transboundary Water Conflicts’ seeks to understand transboundary water issues as complex systems with contingent conditions and possibilities. To address those conditions and leverage the possibilities it introduces the concept of enabling conditions as a pragmatic way to identify and act on the emergent possibilities to resolve transboundary water issues. Based on this theoretical frame, the book applies the ideas and tools from complexity science, contingency and enabling conditions to account for events in the formulation of treaties/agreements between disputing riparian states in river basins across the world (Indus, Jordan, Nile, Ganges, Brahmaputra, Colorado, Danube, Senegal and Zayandehrud). It also includes a section with scholars’ reflections on the relevance and weakness of the theoretical framework.

'Turkey's Water Diplomacy' delineates the institutional and legal foundations of transboundary water policy-making in Turkey, paying special attention to the evolution of transboundary water politics in the Euphrates-Tigris river basin. The book also analyses how Turkey's harmonization with the European Union has impacted the transboundary water policy discourses and practices, and how these changes have been reflected in its relations with its Middle Eastern neighbours. Turkey was one of the three countries that rejected the UN Watercourses Convention in 1997. Yet, since the voting of the convention there have been changes in Turkey's stance vis-à- vis international water law, which the book studies. Turkey's water diplomacy embodies complex water management problems, which can be best understood as a product of competition, feedback and interconnection among natural and societal variables in a political context. Hence, the book adopts the Water Diplomacy Framework with its key elements in making policy-relevant recommendations specifically for Turkey's water diplomacy.

Complex water problems cannot be resolved by numbers or narratives. Contingent and negotiated approaches are necessary for actionable outcome. In the face of a constantly changing array of interconnected water issues that cross multiple boundaries, the challenge is how to translate solutions that emerge from science and technology into the context of real-world policy and politics. Water Diplomacy in Action addresses this task by synthesizing two emerging ideas––complexity science and negotiation theory––to understand and manage risks and opportunities for an uncertain water future. Rooted in the ideas of complexity science and mutual gains negotiation, this edited volume shows why traditional systems engineering approaches may not work for complex problems, what emerging tools and techniques are needed and how these are used to resolve complex water problems.

This volume assesses the nexus of gender and transboundary water governance, containing empirical case studies, discourse analyses, practitioners’ accounts, and theoretical reflections. Transboundary water governance exists at the intersection of two highly masculinised fields: diplomacy and water resources management. In both fields, positions are mainly held by men, and core ideas, norms, and guiding principles that are presented as neutral, are both shaped by men and based on male experiences. This book sheds light on the often hidden gender dynamics of water conflict and cooperation at the transboundary level and on the implicit assumptions that guide research and policies. The individual chapters of the book, based on case studies from around the world, reveal the gendered nature of water diplomacy, take stock of the number of women involved in organisations that govern shared waters, and analyse programmes that have been set up to promote women in water diplomacy and the obstacles that they face. They explore and contest leading narratives and knowledge that have been shaped mainly by privileged men, and assess how the participation of women concretely impacts the practices, routines, and processes of water negotiations. This volume will be of great interest to students and scholars of water governance, water diplomacy, gender, international relations and environmental politics. It will also be of interest to professionals and policymakers involved in supporting gender mainstreaming in water cooperation. Water is the resource that will determine the wealth, welfare, and stability of many countries in the twenty-first century. This book offers a new approach to managing water that will overcome the conflicts that emerge when the interactions among natural, societal, and political forces are overlooked. At the heart of these conflicts are complex water networks. In managing them, science alone is insufficient and so is policy-making that doesn't take science into account. Solutions will only emerge if a negotiated or diplomatic approach that blends science, policy, and politics is used to manage water networks. The authors show how open and constantly changing water networks can be managed successfully using collaborative adaptive techniques to build informed agreements among disciplinary experts, water users with conflicting interests, and governmental bodies with countervailing claims. Shafiqul Islam is an engineer with over twenty-five years of practical experience in addressing water issues. Lawrence Susskind is founder of MIT's Environmental Policy and Planning Program and a leader of the Program on Negotiation at Harvard Law School. Together they have developed a text that is relevant for students and experienced professionals working in a variety of engineering, science, and applied social science fields. They show how new thinking about water conflict can replace the zero-sum battles that pit experts, politicians, and stakeholders against each other in counter-productive ways. Overall, the work intends to demonstrate that the theorization of transboundary waters can significantly contribute to the deeper understanding and the more efficient management of water conflicts and cooperation from several aspects. The authors come from diverse backgrounds, and their individual careers are often related to the intersections of theory and practice in the field of transboundary water management. Their expertise covers water issues from all around the globe, which is reflected in the range of the analyzed case studies. The diversity of the experts involved, their backgrounds, their perspectives, the applied theories, and the analyzed cases was an important priority for the editors.
