This project was initiated in response to pressures that water utilities face to be responsive to growing environmental concerns and changing federal requirements for water quality. The lack of a clear understanding of what environmental leadership means has made it difficult for water utility managers to know how to respond to environmental concerns in their community. This project was designed to accomplish the following objectives: 1) Identify the fundamental characteristics of environmental leadership based on input from drinking water utility managers and environmental stakeholders. 2) Identify examples of environmental leadership by drinking water utilities. 3) Assess the views of drinking water utility managers, residential water utility customers, and environmental stakeholders about the role a drinking water utility should play in environmental leadership. 4) Solicit from environmental stakeholders and water utility managers their suggestions for strategies that water utility managers can use to evolve their utilities into environmental leaders. 5) Describe basic strategies for environmental leadership in sufficient detail so that the managers of drinking water utilities can easily modify the strategies as appropriate, then apply them to their own utilities. By being perceived as an environmental leader, water utilities will be better positioned to endure a crisis in public opinion when environmental problems do occur because the general public is more likely to believe that the water utility has done everything it could to prevent the problem.

This book describes a conceptual management system derived from the Business and Technology Relationship Model (BTRM). The BTRM describes the relationship between business and technology and provides simple definitions for service quality, alignment, agility, and governance. It explains our problems with traditional methods, democratizes the management and governance of enterprise technologies, and is suitable for introducing process automation. This book describes in detail how the BTRM, combined with a focus on value creation and value delivery, will enable continuous change, in the context of current, emerging and future technologies. It illustrates the potential for real-time insight and control not previously considered and provides a wide range of information to plan an implementation, understand where AI can be applied, and its importance in the world of self-managing systems. The topic of this book is particularly relevant for business managers, business technology managers and technology service providers.

This project was developed with two primary objectives: (1) to identify potential benefits to drinking water utilities from an environmental management system (EMS) and (2) to define steps necessary to develop a water utility sector'specific EMS model from which utilities could create their own EMS. This report reflects both the initial research into alternative EMS models and a ?best practices? guidance based on the ISO 14001 framework. With the input of leading private and public water utilities, this document was developed to assist water utilities interested in developing an EMS that will support and ensure continual improvement, increase thoroughness in compliance efforts, and demonstrate environmental excellence. Includes CD with Appendices.
