Strengthening The Institutional Linkages Between National Agricultural Research Systems Actors And Improving Agricultural Research For Development In Liberia

This policy brief has been developed to offer specific key-recommendations and lessons learned, which the Government of Liberia could consider for strengthening its support to the NARS of the country. Ultimately, the recommendations are intended to ensure efficient adoption of the proposed methodologies for enhancing the impact of the AR4D efforts of the NARS in Liberia.

This policy brief has been developed to offer specific key recommendations and lessons learned that the Ministry of Agriculture and Land Reclamation in Egypt could consider for strengthening its support to the country’s NARS. Ultimately, the recommendations are intended to ensure efficient adoption of the proposed methodologies for enhancing the impact of Egypt‘s NARS efforts on AR4D.

As part of the efforts of the Food and Agriculture Organization of the United Nations (FAO) to support and strengthen NARS’ research impacts and their links to extension service systems, the present assessment was conducted in Liberia to establish deeper insight into these challenges and opportunities. The results presented in this comprehensive report can be used to support the development and adoption of guidelines for use by the NARS. The present study was undertaken to assess the implementation of AR4D in Liberia and the key actors involved to better understand the performance and the intuitional linkages amongst them and other relevant institutions to help identify potentials for fulfilling the agricultural research for development needs of the country with the over-arching goal of supporting small-scale farmers.

This report provides a brief review of recent trends and key policies in strengthening national agricultural research systems. Chapters provide a brief overview of the recent evolution of national research systems and a synthesis of policy issues and good practices for developing these systems including the involvement of universities and the private sector. They also focus on key policy and institutional reforms for strengthening public research institutions including funding, research management, and client orientation. Finally they discuss implications for the World Bank in its ongoing efforts to strengthen national research systems.

This study is the analysis and assessment of foreign assistance provided by 36 agricultural research projects in seven selected countries of sub-Saharan Africa. It traces the evolution of national agricultural research systems (NARS) from independence to the present. It highlights the development of the NARS with regard to infrastructure, human resources and funding as a consequence of foreign assistance. The constraints to NARS institutional development are identified and recommendations made.

This case study was conducted to provide a good understanding of the challenges and opportunities related to Egypt’s agricultural research and organizational development to draw lessons and develop supporting guidelines. This study aimed to enhance efforts exerted by Egypt’s NARS in the field of developmental research by formulating an integrated and coherent approach for research and dissemination of proven technologies and practices. Such approaches are expected to address key bottlenecks and provide the needed direction and means for sustainable improved implementation of AR4D. This can ultimately lead to enhancing and empowering the capacity of Egypt’s NARS to better inform and influence policies and facilitate institutional changes required in the agricultural sector. During the last quarter of 2020, Regional Agricultural Research and Extension Organisations (RREO) in Africa, Asia, and Latin America jointly carried out rapid appraisals to map the innovation environment and identify and document initiatives aimed at strengthening Agricultural Innovation Systems (AIS). The focus was on functional capacity development with a view to exploring ways in which RREO can support the development of these capacities and integrate them with technical capacities. A combination of literature reviews, case studies, and stakeholder surveys was used to gather information. The results were documented in three separate reports which are available from the RREO. In the present document, key findings from the regional reports are presented and discussed in this report.
