Sustaining And Sharing Economic Growth In Tanzania

Far reaching macro-economic and structural reforms combined with increases in government spending have been the primary drivers of Tanzania's growth acceleration. As growth in government spending slows, the locomotive for growth will need to shift to increased demand for exports and domestically produced goods, requiring Tanzania to strengthen substantially its international competitiveness, accelerate structural change, and safeguard the environment while maintaining macroeconomic stability. For Tanzania's poor to be able to participate and benefit from important growth, a greater focus on rural development, improved governance of the management of Tanzania's natural resources, and better targeting of social services to the poor is suggested. Successful design and implementation of a shared growth strategy will also require a strengthening of policy management and coordination in Tanzania to ensure that scarce human and financial resources are effectively deployed.

This book is designed to contribute to the government's thinking on how best to translate broad MKUKUTA (the government of Tanzania's National Strategy for Growth and Reduction of Poverty) policy objectives into practical tactics and programs well suited to Tanzania's economic priorities and to the removal of key institutional and infrastructure bottlenecks. The book aims to respond to three fundamental questions: (a) what factors explain Tanzania's recent acceleration in economic growth, (b) how well has the accelerated growth translated into reduced poverty, and (c) what needs to be done to sustain growth that is also pro-poor. This book focuses on three issues that are central to the success of Tanzania's poverty reduction efforts: What factors explain Tanzania's recent acceleration in economic growth? Has the accelerated economic growth translated into reduced poverty? What must be done to sustain economic growth that is pro-poor? The book presents evidence from the macroeconomic, sectoral, firm, and household levels that shed light on these questions. In addition, the book examines the effectiveness of measures that support the poor in efforts to accumulate human and physical capital, which would enhance their prospects of contributing to economic growth. This book investigates the performance of firms and households in Tanzania and the strategies they adopt to navigate shocks, achieve sustainability, and build resilience to sustain their growth and development. In 1986, Tanzania agreed with the IMF and the World Bank to pursue robust social and economic reforms in light of the serious decline in the performance of the economy, with the objective of achieving sustainable economic growth. At a political level, a multi-party system was introduced, and the first multi-party elections held since 1962 took place in 1995, and again in 2005. This book examines in considerable depth the political and economic changes that have taken place in this period of reform. It highlights both the achievements and the challenges that remain, particularly those brought about by new and dynamic phase of globalisation in areas such as trade and investment. The author articulates perspectives on the democratisation and governance trajectories the country should pursue to attain a more prosperous economic status, whilst sustaining the unity, peace and diversity that have characterised the country since independence.

The terms of debate on the role of institutions in economic development are changing. Stable market institutions, in particular, secure private property rights and democratically accountable governments that uphold the rule of law, are widely seen to be a pre-requisite for economic transformation in low income countries, yet over the last thirty years, economic growth and structural transformation has surged forward in a range of countries where market and state institutions have differed these ideals, as well as from each other. Turbulence and Order in Economic Development studies the role of the state in two such countries, examining the interplay between market liberalization, institutions, and the distribution of power in Tanzania and Vietnam. Tanzania and Vietnam were two of the poorest countries in the world in the early 1980s but over the last thirty years, both have experienced significant changes in the pace and character of economic development. While both countries experienced faster rates of GDP growth, their paths of economic transformation were very different as Vietnam experienced rapid poverty reduction associated with the expansion of manufacturing while Tanzania's path of industrialization was characterized by the rise of mining and a much slower pace of poverty reduction. Employing a political settlements approach, this book considers the comparative role of the state in driving economic transformation. In both countries, the experiences of socialism continued to shape the role of the state in the economy even after extensive market liberalization, however, the distribution of political and economic power was very different. This had important consequences for the overlapping role of the state in generating political order and in driving economic transformation. Turbulence and Order in Economic Development studies the formal and informal ways that the state influenced economic transformation through its role in public financial management, land and industrial policy.

The Political Economy of Africa addresses the real possibilities for African development in the coming decades when seen in the light of the continent’s economic performance over the last half-century. This involves an effort to emancipate our thinking from the grip of western economic models that have often ignored Africa’s diversity in their rush to peddle simple nostrums of dubious merit. The book addresses the seemingly intractable economic problems of the African continent, and traces their origins. It also brings out the instances of successful economic change, and the possibilities for economic revival and renewal. As well as surveying the variety of contemporary situations, the text will provide readers with a firm grasp of the historical background to the topic. It explores issues such as: employment and poverty social policy and security structural adjustment programs and neo-liberal globalization majority rule and democratization taxation and resource mobilization. It contains a selection of country specific case studies from a range of international contributors, many of whom have lived and worked in Africa. The book will be of particular interest to higher level students in political economy, development studies, area studies (Africa) and economics in general.

Older people in Tanzania are disadvantaged and marginalized in many ways. They lack adequate formal social protection. They also suffer from diminishing family and community support. They face a series of multi-faceted problems and care for most AIDS-orphans, yet they are a much neglected target group in national social policy and international development programs. This book provides a theoretical discussion of aging issues and their linkage to social protection. It depicts various policy frameworks at international, Pan-African and national level. And it provides extensive empirical findings on older people's living conditions.
