Systems In Crisis

Uncertainty is the watchword of contemporary world politics. Monumental changes are occurring throughout the international system and statespeople are wrestling with peaceful solutions to the transformation in relative power of the USA, Soviet Union and China, Japan and in Europe. In this book, Charles Doran proposes a managed solution to peaceful change. He presents a bold, original and wide-ranging analysis of the present balance of power, of future prospects for the international system and of the problems involved in this transformation. Professor Doran demonstrates why such change has often been accompanied by world war, providing new insights into the causes of the First World War. But, he argues, systems change can be both peaceful and secure. Developing a theory of the power cycle, the author reveals the structural bounds on statecraft and shows how the tides of history can suddenly and unexpectedly shift against the state.

This book throws light onto the nature and causes of three different but strongly interconnected crises in contemporary societies worldwide: an economic crisis, an ecological crisis and a normative (moral and political) crisis. These crises are reflected in the profoundly inequitable distribution of wealth, resources and life opportunities around the world. If we follow the causal roots of these crises, we are led back to an inherent dynamic in the capitalist economic system itself, discursively expressed as neoclassical, mainstream economics. For instance, by conflating human needs with market demand, mainstream economics disregards the needs of those who do not have sufficient purchasing power, as well as any needs that cannot be quantified or monetised in some way. Mainstream economics also ignores the notion of natural limits. Furthermore, it seems that everything that is quantifiable is potentially for sale and this results in the substitution of nature, indigenous cultural traditions and various life forms with commodities and ‘human capital’. The latter is defined as the skills instrumental for continual economic growth. Besides critiquing the academic discipline of economics, this book also points to a number of dysfunctional and crisis-prone structures and practices of substantive economic life. It will be of interest to students and scholars working in philosophy, economics and environmental studies.

In the tumultuous negotiations of the Sino-British Joint Declaration of 1984, the United Kingdom willingly signed over Hong Kong's reigns to the People's Republic of China, but with the presupposition that the PRC would faithfully implement the principle of 'one country, two systems' for the following fifty years. In the past several years, there have been significant technological advances in the field of crisis response. However, many aspects concerning the efficient collection and integration of geo-information, applied semantics and situation awareness for disaster management remain open. Improving crisis response systems and making them intelligent requires extensive collaboration between emergency responders, disaster managers, system designers and researchers alike. To facilitate this process, the Gi4DM (GeoInformation for Disaster Management) conferences have been held regularly since 2005. The events are coordinated by the Joint Board of Geospatial Information Societies (JB GIS) and ICSU GeoUnions. This book presents the outcomes of the Gi4DM 2018 conference, which was organised by the ISPRS-URSI Joint Working Group ICWG III/IVa: Disaster Assessment, Monitoring and Management and held in Istanbul, Turkey on 18-21 March 2018. Crisis and Control explains how neoliberal shifts in political and economic systems are militarizing the policing of protest. The book offers a way to understand the influence of political processes on police practices and provides an empirical study of militarized protest policing from 1995 until the present. Lesley J. Critical Theory originated in the perception by a group of German Marxists after the First World War that the Marxist analysis of capitalism had become deficient both empirically and with regard to its consequences for emancipation, and much of their work has attempted to deepen and extend it in new circumstances. Yet much of this revision has been in the form of piecemeal modification. In his latest work, Habermas has returned to the study of capitalism, incorporating the distinctive modifications of the Frankfurt School into the foundations of the critique of capitalism. Drawing on both systems theory and phenomenological sociology as well as Marxism, the author distinguishes four levels of capitalist crisis - economic, rationality, legitimation, and motivational crises. In his analysis, all the Frankfurt focus on cultural, personality, and authority structures finds its place, but in a systematic framework. At the same time, in his sketch of communicative ethics as the highest stage in the internal logic of the evolution of ethical systems, the author hints at the source of a new political practice that incorporates the imperatives of evolutionary rationality.
