Tea Sector Review Azerbaijan

This study was produced under an FAO-EBRD Cooperation project on reviewing the development potential of the tea sectors of Azerbaijan and Georgia. As a result of the joint research in the two countries carried out as part of the project, a similar separate review of the Georgian tea sector was also published under the FAO Investment Centre's Knowledge for Investment (K4I) programme. Tea has a long tradition of cultivation in Azerbaijan and Georgia, dating back to the nineteenth century. The structural changes that followed the collapse of the Soviet Union in the early 1990s led to a dramatic decline of the two countries’ tea sectors. However, interest in tea production in Georgia and Azerbaijan has increased in recent years and, in an effort to revive their once thriving tea sectors, governments have adopted sector development programmes that provide for support to primary tea production. In spite of the long tradition and accumulated know-how of tea production and processing, there is little doubt that investments in both technology and knowledge will be required for the Azerbaijani and Georgian tea sectors to grow in a successful and sustainable way. Production focused on efficiency and quality and mindful of shifts in consumer preferences on global markets, but also of potential environmental risks, will be critical in achieving this goal. Although the once booming tea industries in Azerbaijan and Georgia have long been in decline, interest in revitalizing the sector is gaining steam in both countries. Tea has a long tradition in Azerbaijan and Georgia, where tea has been produced since the 19th century. The two countries became the main tea producers in the former Soviet Union and reached a peak in production in the mid-1980s. With an expected stronger demand for green tea and health and wellness teas as well as for high-quality black tea in developed markets, this brief suggests that these product categories should be the areas of focus for the Azerbaijani and Georgian tea industries during the next decade.FAO and the European Bank for Reconstruction and Development (EBRD) look at the countries’ potential to produce high quality and specialty teas. The joint FAO-EBRD sector review examines how the two countries can advance their tea industries and improve tea quality and profitability.

Poised to become the go-to place for agrifood investment and finance solutions, the FAO Investment Centre provides a full suite of investment support services to FAO Members, working in over 120 countries. The Centre acts as a bridge between Members and financing partners to scale up agrifood investment for greater impact at country level. It also supports better enabling conditions for policy and investment and integrates FAO’s vast knowledge and expertise into national and regional investment planning.In 2022, the Centre helped design 45 IFI-approved public investment projects in 34 countries for a total of USD 8.8 billion in new investment – up 22 percent from the previous year’s USD 7.2 billion. And it provided implementation support to 275 ongoing investment projects representing a portfolio worth over USD 44.5 billion.Also notable were contributions to 52 agricultural studies, 25 sector studies, 17 policy studies and 6 policy dialogues and the publication of 34 new knowledge products – from a flagship study on carbon neutrality in agrifood systems to investing in youth in Africa, among others.

Cotton, often referred to as the “white gold” of Azerbaijan, has a long history of production in the country. As potential investors in Azerbaijan require an analysis of the performance of the cotton sector, its main opportunities and risks, this joint sector review of the Food and Agriculture Organization of the United Nations (FAO) and the European Bank for Reconstruction and Development (EBRD) provides a general overview of the sector, followed by an analysis of more specific aspects of cotton production such as economic and financial profitability, agronomic practices, and social and environmental risks. While expanding cotton production presents a number of opportunities, notably in terms of its potential to provide employment in rural areas and its export potential, the report also underlines a number of environmental and social risks related to the growth of the sector.

The FAO Investment Centre provides a wide range of support services to help countries make more and better investments in food and agriculture. This review looks back at the work the Centre carried out with its partners in 2020. Despite a challenging year amid the COVID-19 pandemic, the Centre’s global team supported investment-related policy and sector studies to increase policy dialogue and contributed to the design, technical assistance, supervision or evaluation of investment projects in 120 countries. The Centre increasingly linked both its policy work with investment support to scale up impact. And it promoted greater knowledge sharing and innovation, while also helping to strengthen the capacity of people and institutions to make better investment decisions. The Centre continues to remain relevant by adapting its skills and expertise to keep pace with a constantly evolving investment landscape and fast-changing world and by advocating for more sustainable agri-food systems.
