What can the history of technology contribute to our understanding of late imperial China? Most stories about technology in pre-modern China follow a well-worn plot: in about 1400 after an early ferment of creativity that made it the most technologically sophisticated civilisation in the world, China entered an era of technical lethargy and decline. But how are we to reconcile this tale, which portrays China in the Ming and Qing dynasties as a dying giant that had outgrown its own strength, with the wealth of counterevidence affirming that the country remained rich, vigorous and powerful at least until the end of the eighteenth century? Does this seeming contradiction mean that the stagnation story is simply wrong, or perhaps that technology was irrelevant to how imperial society worked? Or does it imply that historians of technology should ask better questions about what technology was, what it did and what it meant in pre-modern societies like late imperial China? In this book, Francesca Bray explores subjects such as technology and ethics, technology and gendered subjectivities (both female and male), and technology and statecraft to illuminate how material settings and practices shaped topographies of everyday experience and ideologies of government, techniques of the self and technologies of the subject. Examining technologies ranging from ploughing and weaving to drawing pictures, building a house, prescribing medicine or composing a text, this book offers a rich insight into the interplay between the micro- and macro-politics of everyday life and the workings of governmentality in late imperial China, showing that gender principles were woven into the very fabric of empire, from cosmology and ideologies of rule to the material foundations of the state and the everyday practices of the domestic sphere. This authoritative text will be welcomed by students and scholars of Chinese history, as well as those working on global history and the histories of gender, technology and agriculture. Furthermore, it will be of great use to those interested in social and cultural anthropology and material culture.

For years statesmen and scholars have labored to understand the nature of China. Decades after the Long March and the Cultural Revolution, China still struggles to accommodate itself to the desires of communism as well as economic and industrial modernization. These objectives, recent events have shown, are not always compatible with each other. Nowhere is this more obvious than in Chinas economic plans. Since embarking on social and economic reforms, largely benefitting agriculture and the cities of the ''Gold Coast'' area, China has experienced certain consequences of the market place like inflation, unemployment, and graft. And party leaders have learned that modern technology and foreign capital do have an effect on ideological purity. Despite new social and economic disparities, Chinese leaders, hard-line and reform alike, agree on the Four Modernizations - major improvements in defense, industry, agriculture, and science and technology. In The Technological Transformation of China, author David McDonald describes some of the monumental tasks the Chinese face in these areas, especially in the current five-year plan for science and technology in which the Chinese government can claim some success. When Hu Yaobang, a long-time voice of reform, died in April 1989, and massive student demonstrations for ''democratization'' took over Tiananmen Square and much of Beijing, one of the students said to a Western journalist, ''Every four years, you change your government by voting. Every decade we have a revolution.'' Revolution or transformation? Whatever happens in China - including renewed repression - is an important part of our future. Bradley C. Hosmer Lieutenant General, U. S. Air Force President, National Defense University

This study is the first to summarize the major technological policies implemented in China since 1949 and to place them in their social and historical context. Dr. Volti looks at technological change in China as part of a broader process of economic, political, cultural, and organizational change, focusing primarily on four key areas—agriculture, energy, ground transportation, and medicine and public health. He emphasizes how technological change has been shaped by political and ideological structures, notes how China’s unique cultural heritage has affected adoption of technologies developed outside China, and assesses China’s success in developing technologies appropriate to its specific needs as an economically and politically developing nation. He draws on interviews with technicians engaged in the transfer of technology to China as well as extensive primary source materials.

In recent years, China has experienced a revolution in information and communications technology (ICT), in 2003 surpassing the USA as the world’s largest telephone market, and as of February 2008, the number of Chinese Internet users has become the largest in the world. At the same time, China has overtaken the USA as the world’s biggest supplier of information technology goods. However, this transformation has occurred against the backdrop of a resolutely authoritarian political system and strict censorship by the Party-state. This book examines China’s ICT revolution, exploring the social, cultural and political implications of China’s transition to a more information-rich and communication-intensive society. The pace of the development of ICT in China has precipitated much speculation about political change and democratisation. This book explores the reality of ICT in China, showing clearly that whilst China remains a one-party state, with an ever-present and sophisticated regime of censorship, substantial social and political changes have taken place. It considers the ICT revolution in all its aspects, outlining the dominant trends, the impact on other countries of China as an ICT exporter, strategies of government censorship and use of ICT for propaganda, the implications of censorship for Chinese governance, the political implications of internet culture and blogging, and the role of domestic and foreign NGOs. Overall, this book is a vital resource for anyone seeking to understand a rapidly transforming China, both today and in the years to come.

Since 1997, China has devoted considerable resources to information and communications technology (ICT) development. China has the world's largest telecommunications market, and its information technology industry has been an engine of economic growth growing two to three times faster than GDP over the past 10 years. E-government initiatives have achieved significant results, and the private sector has increasingly used ICT for production and service processes, internal management, and online transactions. The approaching 10-year mark provides an excellent opportunity to update the policy to reflect the evolving needs of China's economy. These needs include the challenges posed by industrialization, urbanization, upgraded consumption, and social mobility. Developing a more effective ICT strategy will help China to achieve its economic and social goals. Addressing all the critical factors is complex and requires long-term commitment. This book highlights several key issues that need to be addressed decisively in the second half of this decade, through policies entailing institutional reform, to trigger broader changes. This books is the result of 10 months of strategic research by a World Bank team at the request of China's State Council Informatization Office and the Advisory Committee for State Informatization. Drawing on background papers by Chinese researchers, the study provides a variety of domestic perspectives and local case studies and combines these perspectives with international experiences on how similar issues may have been addressed in other countries.
