This investigation uses state-mobilized globalization as a framework to understand China's capitalism and emergence as a global power.

In 2013, Chinese leader Xi Jinping announced a campaign for national rejuvenation. The One Belt One Road initiative, or OBOR, has become the largest infrastructure program in history. Nearly every Chinese province, city, major business, bank, and university have been mobilized to serve it, spending hundreds of billions of dollars overseas building ports and railroads, laying fiber cables, and launching satellites. Using a trove of Chinese sources, author Eyck Freymann argues these infrastructure projects are a sideshow. OBOR is primarily a campaign to restore an ancient model in which foreign emissaries paid tribute to the Chinese emperor, offering gifts in exchange for political patronage. Xi sees himself as a sort of modern-day emperor, determined to restore China’s past greatness. Many experts assume that Xi’s nakedly neo-imperial scheme couldn’t possibly work. Freymann shows how wrong they are. China isn’t preying on victims, Freymann argues. It’s attracting willing partners—including Western allies—from Latin America to Southeast Asia to the Persian Gulf. Even in countries where OBOR megaprojects fail, Freymann finds that political leaders still want closer ties with China. Freymann tells the monumental story of Xi’s project on the global stage. Drawing on primary documents in five languages, interviews with senior officials, and on-the-ground case studies from Malaysia to Greece, Russia to Iran, Freymann pulls back the veil of propaganda about OBOR, giving readers a page-turning world tour of the burgeoning Chinese empire, a guide for understanding China’s motives and tactics, and clear recommendations for how the West can compete.

From 1998 to 2018, China had three political-economic crises, resulting in bureaucratic paralysis. State-mobilized globalization has helped sustain China's high-growth economy and social-political stability, while also sparking some political backlash. In order to succeed in globalization, the author argues, China's state mobilization must readapt to global circumstances. She sheds light on the tactics China used to spring from a crisis-stricken middle economy to a formidable global power, implicating not only China, but also the world.

The Belt and Road Initiative (BRI), launched by China in 2013, carries and projects powerful regional dimensions and transformations, with short- and long-term global, national and local consequences. The BRI’s regional significance lies in its designation and creation of several cross-border corridors that originate from inside China and extend out into its neighbouring countries, and those farther afield in Asia, Africa and Europe. Through driving and facilitating new trade and infrastructure connections along and beyond these corridors, the BRI has begun to reshape the master processes of globalisation, urbanisation and development by affecting the economic, social and spatial fortunes of many countries and cities. First, through a new framework and three case studies, it examines the BRI’s impacts on globalisation, urbanisation and development via the China-Europe Freight Train, the paired construction of a new city and railway across the China-Laos borderland and the port-park-city development corridor between Djibouti and Ethiopia. Second, the comparative analysis and evidence guide the book to advance policy recommendations for targeted stakeholders that can potentially turn the BRI into a global public good with greater benefits and fewer risks.
