The EU has limited legislative competence in the field of social law. However, the Member States are increasingly modernizing social services and social (welfare) protection, attempting to make social services more efficient by increasingly looking to the market for the provision of such services. This policy move brings social services into the radar of EU law. The EU response to this sensitive issue has resulted in a piecemeal and fragmented approach towards the treatment of a new policy area of Social Services of General Interest (SSGI) in EU law and policy. This book is a first contribution towards charting how SSGI have emerged as a special category of SGI in the EU, the reaction of the Member States and stake-holders and how policy is being made through new governance processes, carve-outs and safe havens in legislation and soft law, especially in the light of the new values of the EU introduced by the Treaty of Lisbon 2009. It takes an inter-disciplinary approach and will be of interest to lawyers, economists and political scientists who are interested in EU policy-making as well as practioners, EU and national policy-makers. Ulla Neergaard is Professor of EU law at the Faculty of Law, University of Copenhagen, Denmark. Erika Szyszczak is a Jean Monnet Professor of European Law ad personam, Professor of European Competition and Labour Law at the University of Leicester, Barrister, Littleton Chambers, UK. Johan W. van de Gronden is Professor of European Law at the Radboud University of Nijmegen, The Netherlands. Markus Krajewski is Professor of Public and International law at the University of Erlangen-Nuremberg.

What is the best way to structure primary care services? How can coordination between primary care and other parts of health care systems be improved? How should new technologies be integrated into primary care? There is considerable agreement among national policy makers across Europe that, in principle, primary care should be the linchpin of a well-designed health care system. This agreement, however, does not carry over into the organizational mechanisms best suited to pursuing or achieving this common objective. Across western, central and eastern Europe, primary care is delivered through a wide range of institutional, financial, professional and clinical configurations. This book is a study of the reforms of primary care in Europe as well as their impacts on the broader co-ordination mechanisms within European health care systems. It also provides suggestions for effective strategies for future improvement in health care system reform. Primary Care in the Driver’s Seat is key reading for students studying health policy, health economics, public policy and management, as well as health managers and policy makers. The National Health Service is Britain's greatest and most prized national institution. Ever since it's foundation the NHS has commanded extraordinary popular affection and loyalty. Its medical and non-medical staff force alike has been strongly committed to its success and values. However, now more than fifty years later, a huge gap has developed between what the NHS is able to deliver and the expectations and the needs of its users. The deterioration of the NHS dominates our news headlines today. In 1999 the Association of Community Health Councils for England and Wales established a Commission, chaired by Will Hutton, to examine the issue of the public interest and accountability of the NHS. The Commission's report has come up with some radical reforms that will transform the accountability of the NHS and will help rebuild the relationships between patients, doctors and NHS staff on a new basis of openness and trust.

Purchasing is championed as key to improving health systems performance. However, despite the central role the purchasing function plays in many health system reforms, there is very little evidence about its development or its real impact on societal objectives. This book addresses this gap and provides: ·A comprehensive account of the theory and practice of purchasing for health services across Europe ·An up-to-date analysis of the evidence on different approaches to purchasing ·Support for policy-makers and practitioners as they formulate purchasing strategies so that they can increase effectiveness and improve performance in their own national context ·An assessment of the intersecting roles of citizens, the government and the providers Written by leading health policy analysts, this book is essential reading for health policy makers, planners and managers as well as researchers and students in the field of health studies.
