Excerpt from The Early History of Banking in England This book is an attempt to bridge certain gaps in the early history of English banking. It deals primarily with the operations Of the pre - Bank of England bankers, the evolution of English paper money, _ and the remarkable transactions of the early directors of the Bank of England during the first six years of its eventful history. The main inquiry is, therefore, confined to the sixteenth and seventeenth centuries, with particular reference to the second half of the latter century. A brief survey, how ever, is given Oi English banking in the eighteenth and early nineteenth centuries. The first chapter describes the activities of the pioneers of English banking. The second and third chapters give a detailed account Of the part played by the goldsmith bankers in the development of banking technique, in the trade expan sion of Stuart England, and in financing the Government of the day. The fourth chapter examines the earliest English banking schemes, including the ill-fated experiments of the City of London, the short-lived Million Bank, and the extraordinary land bank projects of the closing years of the seventeenth century.. The fifth, sixth and Seventh chapters deal with the foundation and early history of the Bank of England. The eighth chapter describes the salient features of English banking between. 1700 and the Bank Act of 1833. The ninth and concluding chapter examines the economic, political and religious conditions under which banking emerged in England, and traces the evolution of English banking theory and practice. Excerpt from The History of Banking: With a Comprehensive Account of the Origin, Rise, and Progress of the Banks of England, Ireland, and Scotland Custom, which is as arbitrary as fashion, renders it necessary that the following pages should be prefaced with a few remarks by the Author; and in fulfilling that custom, in addition to the ordinary preliminary matter, I propose, however little I may grace my cause in speaking of myself, to give a short biographical sketch of my early connexion with the banking interest, so that the reader may be assured that the work has not been "cooked" to suit the taste of this or that party, but that it is a faithful record of events connected with Commerce and Banking, compiled by one practically acquainted with the subject on which he treats. At the age of sixteen I left Christ's Hospital, in which religious ancient and royal foundation I received the rudiments of my education, and, having doffed the blue coat and yellow stockings, made my first appearance on the world's stage, where every one must play his part. I had, either naturally or from my education, a good share of confidence and self-possession - most important adjuncts to a youth, especially at the present time; and with these essentials I traversed the streets of this vast metropolis, not in search of the picturesque, but of employment. Her stability has, therefore, been truly said, by Dr. Smith, to be equal to that of the British government. Excerpt from History of the Bank of England and Its Financial Services to the State But though the Bank Of England was at its origin rather an incident Of State finance than the foundation Of a national banking system, its services to the State were very narrowly restricted by statute. It is curious to note that those exchequer functions which it afterwards under took, and Whose gradual assumption it is the principal Object of this book to trace, are not even referred to in the original act and charter. The fact is that the Bank Of England, like most really English institutions, was case made; it owed its form and functions not to systematic planning, but to attempts to meet emergencies as they from time to time arose. Thus the running cash note, which afterwards became the most effective banking instru ment Of the English bank, was an evasion, even if not (as Often alleged) a positive infraction of its charter. The Charter only contemplated an issue Of sealed bills, strictly limited in amount to the capital subscribed.
