This book devises a new conceptual framework of ‘moral power’ and applies it to the policy of the European Union (EU) towards the South Caucasian states of Armenia, Azerbaijan and Georgia. It covers the period starting from the 1990s to the present and analyses policy domains (democracy promotion, conflict resolution, security, energy, trade) juxtaposing the policy of EU/member states with those of the United States (US), Russia, Turkey, Iran, as well as inter-governmental and regional organizations. ‘Morality’ is unpacked as composed of seven parameters: consequentialism; coherence; consistency; normative steadiness; balance between values and interests; inclusiveness; and external legitimacy. ‘Power’ is branched into ‘potential’, ‘actual’ and ‘actualized’ types. ‘Moral power’ is consequently developed as an objective and neutral framework to capture the foreign policy of an international actor in any geographic area and policy sphere. The book will be useful for students and scholars of International Relations and EU Studies, policy-makers and practitioners.

This book explores regionalism in the Southern African Development Community (SADC) and highlights the influence of the European Union (EU) as an extra-regional actor on the organization and integration process. The analysis is guided by theory and explains the emergence, institutional design and performance of SADC’s major integration projects in the issue areas of the economy, security and infrastructure. It provides in this way a profound assessment of the organization as a whole. The study shows that South Africa plays a regional key role as driver for integration while external influence of the EU is ambivalent in character because it unfolds a supportive or obstructive impact. The author argues that the EU gains influence over regional integration processes in the SADC on the basis of patterns of asymmetric interdependence and becomes a ‘game-changer’ insofar as it facilitates or impedes solutions to regional cooperation problems.

Advancing a constructivist conceptual approach, this book explains the surprising outcome of the Economic Partnership Agreements (EPAs) between the European Union and developing countries in Africa, the Caribbean and the Pacific (the ACP countries). Despite the EU’s huge market power, it had limited success with the EPAs; an outcome that confounds materialist narratives equating trade power with market size. Why was the EU unable to fully realise its prospectus for trade and regulatory liberalisation through the EPA negotiations? Emphasising the role of social legitimacy in asymmetrical North–South trade negotiations, Murray-Evans sets the EPAs within the broader context of an institutionally complex global trade regime and stresses the agency of both weak and strong actors in contesting trade rules and practices across multilateral, regional and bilateral negotiating settings. Empirical chapters approach the EPA process from different institutional angles to explain and map the genesis, design, promotion and ultimately limited impact of the EU’s ambitious prospectus for the EPAs. This book presents a topical, holistic assessment of the European Union’s democracy promotion in South-East Europe, Eastern Europe, and Central Asia, analyzed through the prism of the Normative Power Europe (NPE) framework of transnational policy formation. To do so, it brings together three scholarly domains that traditionally stand apart and are discussed separately. The first addresses the notion of the European Union conducting a normatively-driven foreign policy both near and far abroad. The second is concerned with the legitimacy, operationality, and effectiveness of promoting democracy in third-world countries. The third addresses the quality of the relationship the European Union has been able to establish with some vital – yet often troubled – countries in South-East Europe, Eastern Europe, and Central Asia. Finally, based on the empirical findings presented in each chapter, this volume concludes by rethinking the concept and relevance of NPE to the field’s understanding of the EU’s foreign policy making.
