This book devises a new conceptual framework of ‘moral power’ and applies it to the policy of the European Union (EU) towards the South Caucasian states of Armenia, Azerbaijan and Georgia. It covers the period starting from the 1990s to the present and analyses policy domains (democracy promotion, conflict resolution, security, energy, trade) juxtaposing the policy of EU/member states with those of the United States (US), Russia, Turkey, Iran, as well as inter-governmental and regional organizations. ‘Morality’ is unpacked as composed of seven parameters: consequentialism; coherence; consistency; normative steadiness; balance between values and interests; inclusiveness; and external legitimacy. ‘Power’ is branched into ‘potential’, ‘actual’ and ‘actualized’ types. ‘Moral power’ is consequently developed as an objective and neutral framework to capture the foreign policy of an international actor in any geographic area and policy sphere. The book will be useful for students and scholars of International Relations and EU Studies, policy-makers and practitioners.

The development of coherent and effective relations with other regions and countries is one of the most challenging tasks faced by the European Union. This original volume explores the EU's engagement with the global South, focusing on three controversial policy areas: economic cooperation, development cooperation, and conflict management. A discussion of the EU's interregional model - which promotes interaction with regions rather than nation-states - provides a backdrop for case studies of EU policies with regard to Africa, Asia, and Latin America. While disclosing the tensions and overlaps between the EU's foreign policies and those of its member states, the authors also highlight an increasing trend toward successful policy coordination.

This book explores regionalism in the Southern African Development Community (SADC) and highlights the influence of the European Union (EU) as an extra-regional actor on the organization and integration process. The analysis is guided by theory and explains the emergence, institutional design and performance of SADC’s major integration projects in the issue areas of the economy, security and infrastructure. It provides in this way a profound assessment of the organization as a whole. The study shows that South Africa plays a regional key role as driver for integration while external influence of the EU is ambivalent in character because it unfolds a supportive or obstructive impact. The author argues that the EU gains influence over regional integration processes in the SADC on the basis of patterns of asymmetric interdependence and becomes a ‘game-changer’ insofar as it facilitates or impedes solutions to regional cooperation problems.

This book examines how Ireland's relationship with the EU was affected by a succession of crises; the financial crisis, the migration crisis and the Brexit crisis, in both the Republic of Ireland and Northern Ireland. The various crises were not of equal significance on the island of Ireland. The financial crisis was a huge issue for the Republic but not Northern Ireland; Brexit had a major impact in both polities; the migration and populism issues were less controversial; and foreign policy challenges had a minimal impact. The book provides a summary of the main features of each of the main crises to be considered, from both the EU and the Irish perspective. It also explores a number of policy areas which are central to the understanding of each of the crises and the impact each crisis has had for Ireland. Chapters examine issues such as security, migration and taxation as well as protest politics, political parties, the media, public opinion and the economic impact of each of these crises on Ireland's relationship with the EU. The book is also the first of its kind to provide a comprehensive analysis on British-Irish relations in the context of Brexit assessing in particular the Withdrawal Agreement and Protocol on Ireland/Northern Ireland, the devolution settlement and the 1998 Agreement as well as the European dimension to Northern Ireland's peace process. This book presents a topical, holistic assessment of the European Union’s democracy promotion in South-East Europe, Eastern Europe, and Central Asia, analyzed through the prism of the Normative Power Europe (NPE) framework of transnational policy formation. To do so, it brings together three scholarly domains that traditionally stand apart and are discussed separately. The first addresses the notion of the European Union conducting a normatively-driven foreign policy both near and far abroad. The second is concerned with the legitimacy, operationality, and effectiveness of promoting democracy in third-world countries. The third addresses the quality of the relationship the European Union has been able to establish with some vital – yet often troubled – countries in South-East Europe, Eastern Europe, and Central Asia. Finally, based on the empirical findings presented in each chapter, this volume concludes by rethinking the concept and relevance of NPE to the field’s understanding of the EU’s foreign policy making. This edited volume offers the reader both a theoretically and empirically rich analysis of the European Union’s efforts to promote democracy abroad. It is generally assumed that regional integration leads to stability and peace. This book is a systematic study of the impact of European integration on the transformation of border conflicts. It provides a theoretical framework centred on four 'pathways' of impact and applies them to five cases of border conflicts: Cyprus, Ireland, Greece/Turkey, Israel/Palestine and various conflicts on Russia's border with the EU. The contributors suggest that integration and association provide the EU with potentially powerful means to influence border conflicts, but that the EU must constantly re-adjust its policies depending on the dynamics of each conflict. Their findings reveal the conditions upon which the impact of integration rests and challenge the widespread notion that integration is necessarily good for peace. This book will appeal to scholars and students of international relations, European politics, and security studies studying European integration and conflict analysis.
