The European Union As A Global Health Actor

This book provides a systematic collection of EU actors, EU policy and EU actions in global health. It answers key questions on governance of the EU and its policy processes. The book starts with an introduction to the EU as a global actor and continues to outline the historical development and the Treaty basis for health, including the Maastricht and Lisbon Treaties. It also discusses the Commission's global health communication and the subsequent Council Conclusions on global health. Both documents define EU values in global health and identify the future priorities for global health action in the EU. Four of the five priorities are then described from the perspective of a different country experience. The book also considers the opportunities for research and provides an overview of the political, legal and financial instruments available to the EU. It also explores the global health architecture and processes within which the EU is acting, namely at the WHO, in the different multilateral organizations, and in global public health international treaties and regulations. Finally, the book addresses the importance of policy coherence at a national level and provides critical viewpoint on the EU as a global health actor. The book will assist practitioners working in policy making and international negotiations affecting health, as well as students and researchers, to create a better understanding of the European Union, its role in global health, and the uniqueness and specificity of the EU as a global health actor. This book examines the actorness of the European Parliament (EP) and its roles in global health. In doing so, it appreciates to what extent this democratically elected entity can be considered as a global health actor. Applying an original analytical framework to measure actorness, the book assesses the EP's capacity to act regarding five major global health issues including the pandemic response, access to essential medicines in developing countries, international trade and global health, medical research and development in the field of poverty-related and neglected diseases (PRNDs), and global health governance. It demonstrates that, despite many challenges, the EP has indeed displayed a polymorphic actorness and multiple roles towards most of these global health issues, especially by succeeding in mobilizing its main competences and instruments to deal with them, finalizing initiatives, and having a substantive influence on the way they were addressed. As such, the book reveals the salience of democratically elected institutions for global health governance. The European Union is a key participant in international organisations with its involvement taking different forms, ranging from full membership to mere observer. Moreover, there is also not only one status of observer, but different ones depending on the constituent charters of the organisations. This book provides a comprehensive overview of the participation of the EU in five international organisations: the UN, the ILO, the WTO, the WHO and the WIPO. It identifies its role and influence in diverse areas of global governance, such as foreign policy, peace, human rights, social rights, trade, health and intellectual property. Health systems performance assessment (HSPA) varies across the WHO European Region. This review summarizes HSPA domains and indicators used by Member States in their HSPA or health system-related reports. Thirty Member States published in the English language and from their latest documents, 1485 distinct indicators were extracted. The number of indicators reported per Member State ranged from 9 to 146, with a mean of 50. Among the 14 domains of the WHO 2007 framework, service delivery and improved health were covered by virtually all Member States analysed (30 and 29, respectively), but coverage varied for the other 12 domains, with health workforce and financing having good coverage (25 and 26, respectively) but others, such as safety, efficiency, coverage or responsiveness, covered in only 20-30% of documents. Further refinement of frameworks, both in clarity on scope and function and in the conceptual robustness of domains, is warranted and further standardization of generic sets of indicators should be sought.

This book investigates the extent to which the EU has defined and operationalised the notion of effective multilateralism. Reform has dominated the agenda of the EU in recent years with the adoption and implementation of the Lisbon Treaty. However, various international organisations have also been in reform mode in an attempt to adjust their structure to the changing polarity and counter criticisms about a lack of legitimacy, accountability and effectiveness. The EU and Effective Multilateralism examines the EU’s intention to make multilateral settings more effective, as formulated by the European Security Strategy in December 2003. Firmly grounded in new empirical research, it provides a balanced account of the fit between internal reform (the institutional reform within the EU, notably following the entry into force of the Lisbon Treaty) and external reform (the institutional reform of the international reform in which the EU operates).
