The Evolution Of Untethered Communications

In response to a request from the Defense Advanced Research Projects Agency, the committee studied a range of issues to help identify what strategies the Department of Defense might follow to meet its need for flexible, rapidly deployable communications systems. Taking into account the military's particular requirements for security, interoperability, and other capabilities as well as the extent to which commercial technology development can be expected to support these and related needs, the book recommends systems and component research as well as organizational changes to help the DOD field state-of-the-art, cost-effective untethered communications systems. In addition to advising DARPA on where its investment in information technology for mobile wireless communications systems can have the greatest impact, the book explores the evolution of wireless technology, the often fruitful synergy between commercial and military research and development efforts, and the technical challenges still to be overcome in making the dream of "anytime, anywhere" communications a reality.

Wireless personal communications, or wireless as it is now being called, has arrived. The hype is starting to fade, and the hard work of deploying new systems and services for personal communications is underway. In the United States, the FCC propelled the wireless era from infancy to mainstream with a $7.7 billion auction of 60 MHz of radio spectrum in the 180011900 MHz band. With the largest single sale of public property in the history of mankind mostly complete, the resources of the entire world are being called upon to develop inexpensive, rapidly deployable wireless systems and sub scriber units for an industry that is adding s\lbscribers at greater than 50% annual rate. This growth is commonplace for wireless service companies throughout the world, and in the U.S., where as many as 7 licensed wireless service providers may be competing for cellularlPCS customers within the next couple of years, differentiators in cost, qual ity, service, and coverage will become critical to customer acceptance and use. The Department of Commerce operates two telecommunications research laboratories located at the Department of Commerce's Boulder, Colorado, campus: the National Telecommunications and Information Administration's (NTIA's) Institute for Telecommunications Sciences (ITS) and the National Institute of Standards and Technology's (NIST's) Communications Technology Laboratory (CTL). CTL develops appropriate measurements and standards to enable interoperable public safety communications, effective and efficient spectrum use and sharing, and advanced communication technologies. CTL is a newly organized laboratory within NIST, formed mid-2014. As it is new and its planned work represents a departure from that carried out by the elements of which it was composed, this study focuses on its available resources and future plans rather than past work. The Boulder telecommunications laboratories currently play an important role in the economic vitality of the country and can play an even greater role given the importance of access to spectrum and spectrum sharing to the wireless networking and mobile cellular industries. Research advances are needed to ensure the continued evolution and enhancement of the connected world the public has come to expect.
