Academics and policymakers frequently discuss global governance but they treat governance as a structure or process, rarely considering who actually does the governing. This volume focuses on the agents of global governance: 'global governors'. The global policy arena is filled with a wide variety of actors such as international organizations, corporations, professional associations, and advocacy groups, all seeking to 'govern' activity surrounding their issues of concern. Who Governs the Globe? lays out a theoretical framework for understanding and investigating governors in world politics. It then applies this framework to various governors and policy arenas, including arms control, human rights, economic development, and global education. Edited by three of the world's leading international relations scholars, this is an important contribution that will be useful for courses, as well as for researchers in international studies and international organizations.

‘Global governance’ has become a key concept in the contemporary study of international politics, yet what the term means and how it works remains in question. Governing the World: Cases in Global Governance takes an alternative approach to understanding the concept by exploring how global governance works in practice through a set of case studies on both classical issues of international relations such as security, labour and trade, and more contemporary concerns such as the environment, international development, and governing the internet. The book explores the processes, practice and politics of global governance by taking a broad look at issues of human rights governance and focusing on detailed aspects of a topic such as torture and rendition to help explain how governance does, or does not, work to students and researchers of international politics alike. Bringing together a diverse and international group of scholars, each chapter responds to a set of questions as to what is being governed, how and who by and offers issue-specific case studies and recommended reading to develop a full understanding of the issue explored and what it means for global governance.

In this book, leading international relations experts and practitioners examine through theory and case study the prospect for successful multilateral management of the global economy and international security. In the theory section contributors tackle the big questions: Why is there an apparent rising tide of calls for reform of current multilateral organizations and institutions? Why are there growing questions over the effectiveness of global governance? Is the reform of current organizations and institutions likely or possible? Case studies include the examination of difficulties facing global development, the challenges facing the IMF and the governance of global finance, the problems of the UN 2005 World Summit and its failed reform, and the WTO and the questions raised by the prolonged Doha Development Round. Foucault's thoughts on governmentality have made a significant impact on the studies of power and governance in modern societies. However, most studies of governmentality confine themselves to the exploration of power within nation-states. Global Governmentality extends Foucault's political thought towards international studies, exploring the governance of the global, the international, the regional and many other extra-domestic spaces. Combining historical and contemporary outlooks, this book offers innovative interdisciplinary explorations of such issues as international peacekeeping, refugees, political rationalities of security and neoliberalism, the spatiality of globalization, the genealogy of development, and the ethical governance of corporate activity. At a time when many of the geopolitical and economic certainties which framed international affairs are in flux, Global Governmentality is suggestive of new territories and lines for international analysis. It will be of interest to students and researchers of both governmentality and international studies.

Research on global norm diffusion and institutional transfer has often neglected the agency of the governed. This collection argues that limited statehood - the lack of state capacities in most parts of the global South - provides opportunities for the governed to raise their voices and be listened to. Thus, people on the receiving end of development cooperation, state building, or security interventions can significantly shape global dynamics of normative and institutional change. Drawing on the emerging body of literature on the agency of the governed, this book assesses the current dynamics of transfer and diffusion studies at the interstice of political science and social anthropology. By focusing on the agency of the governed, the authors integrate a broad spectrum of issues and debates, from the proliferation of global norms to state and security building to international policy cooperation. This book will be of interest to students and researchers of global politics and international relations, particularly those focusing on the global South. It was originally published as a special issue of the online journal Third World Thematics.
