The Global Governed

Academics and policymakers frequently discuss global governance but they treat governance as a structure or process, rarely considering who actually does the governing. This volume focuses on the agents of global governance: 'global governors'. The global policy arena is filled with a wide variety of actors such as international organizations, corporations, professional associations, and advocacy groups, all seeking to 'govern' activity surrounding their issues of concern. Who Governs the Globe? lays out a theoretical framework for understanding and investigating governors in world politics. It then applies this framework to various governors and policy arenas, including arms control, human rights, economic development, and global education. Edited by three of the world's leading international relations scholars, this is an important contribution that will be useful for courses, as well as for researchers in international studies and international organizations.

Foucault's thoughts on governmentality have made a significant impact on the studies of power and governance in modern societies. However, most studies of governmentality confine themselves to the exploration of power within nation-states. Global Governmentality extends Foucault's political thought towards international studies, exploring the governance of the global, the international, the regional and many other extra-domestic spaces. Combining historical and contemporary outlooks, this book offers innovative interdisciplinary explorations of such issues as international peacekeeping, refugees, political rationalities of security and neoliberalism, the spatiality of globalization, the genealogy of development, and the ethical governance of corporate activity. Research on global norm diffusion and institutional transfer has often neglected the agency of the governed. This collection argues that limited statehood - the lack of state capacities in most parts of the global South - provides opportunities for the governed to raise their voices and be listened to. Thus, people on the receiving end of development cooperation, state building, or security interventions can significantly shape global dynamics of normative and institutional change. Drawing on the emerging body of literature on the agency of the governed, this book assesses the current dynamics of transfer and diffusion studies at the interstice of political science and social anthropology. By focusing on the agency of the governed, the authors integrate a broad spectrum of issues and debates, from the proliferation of global norms to state and security building to international policy cooperation.
