The Indian Ocean Region

Adopting an integrated, multidisciplinary approach to the political geography of the Indian Ocean, this study analyses the Law of the Sea, evaluates the national legislation of those Indian Ocean littoral states which have proclaimed their maritime limits over offshore waters, examines the numerous bilateral and trilateral agreements on continental shelf and seabed limits of the states in the region. It also previews the potential demarcations in the region of study. Apart from its well written text, perhaps the most important aspect of the work is the exceptional series of beautifully drawn maps and diagrams accompanied by detailed captions or commentaries, a unique collection worthy of publication on its own.

As humanity enters the Anthropocene epoch the oceans are more at risk than ever before as a result of the increased exploitation of its resources. The Indian Ocean is the third largest ocean in the world comprising 20% of the water on the Earth's surface. The sea lanes in the Indian Ocean are among the busiest in the world with more than 80 percent of global seaborne trade in oil transiting through the Indian Ocean and its vital chokepoints and an estimated 40% of the world's offshore oil production comes from the Indian Ocean. The importance of this region cannot be underestimated and there is no doubt that there are many opportunities for economic growth and job creation presented by the waters washing the shores of the Indian Ocean Rim. In order to ensure a desirable future for humanity it is necessary to make use of the ocean’s resources in a sustainable and responsible manner. Climate change is affecting the Indian Ocean negatively, placing a strain on the ability to ensure food security and damaging the economies of small island states that depend on fisheries and aquaculture for their livelihoods. Increasing ocean temperatures and ocean acidification are taking a toll on ecosystems. This book is the first of its kind, providing fresh insights into the various aspects and impacts of the Blue Economy in the Indian Ocean Region: from shifting paradigms, to an accounting framework, gender dynamics, the law of the sea and renewable energy, this handbook aims at increasing awareness of the Blue Economy in the Indian Ocean Region and to provide evidence to policy-makers in the region to make informed decisions. The contributions are from a mixture of disciplines by scholars and experts from seven countries.

The Indian Ocean Region (IOR) is one of the most areas of the world in human terms. This study provides a comprehensive overview of the subregions and countries in the IOR, drawing heavily on a new country risk assessment model developed by Abdullah Toukan, a senior associate with the Burke Chair at CSIS. It provides detailed graphs, tables, and maps covering the IOR as a whole, each major subregion, and each of the thirty-two countries in the region as well as the impact of U.S. and Chinese military forces.

Unregulated or lesser regulated maritime spaces are ideal theatres of operation and mediums of transportation for terrorists, insurgents and pirates. For more than a decade, the Indian Ocean waters adjoining Somalia have been a particular locus of such activities, with pirates hijacking vessels, and Al Qaeda and Al Shabab elements travelling between Africa and the Arabian Peninsula, operating lucrative businesses and even staging deadly operations at sea. These operations and threats however, remain, by and large, understudied. Responses to the two threats have varied, highlighting the lack of cohesive regional and global institutions with the mandate and the capacity to address them. Those scholarly deliberations on Indian Ocean maritime security focus on piracy and armed robbery at sea, while their terrorist/insurgent counterparts have eluded sustained scrutiny. This volume will help close that gap by looking at both from the field in Somalia and Yemen, within broader frameworks of regional maritime security and port-state control, international maritime law and the ongoing search for maritime resources. The European, African and Middle Eastern case studies add salience to the regional and international complexity surrounding maritime security off the Horn of Africa. The scale and severity of our environmental challenges are quickly becoming apparent. The Indian Ocean region features many places particularly vulnerable to the effects of environmental degradation and climate change, which will have profound social, economic, and cultural impacts. The increasing preoccupation with the state of the environment is also having significant political effects, including on the concept and content of citizenship. The language of citizenship has permeated environmental discourse and, conversely, environmental issues are often articulated in the language of citizenship. This book explores environmental citizenship and civil society responses to environmental challenges in the Indian Ocean region. The articles provide practical insights to improve resilience and adaptation, as well as conceptual insights into the nature of environmental citizenship discourse and practice across this vast region, from Mauritius to Malaysia. The volume showcases the complex field of environmental citizenship through a wide range of approaches, and alongside closely related concepts, such as environmental governance, environmental education, environmental justice, and corporate social responsibility. In essence, the book provides a rich, diverse and multidimensional picture of environmental citizenship in the Indian Ocean region. The chapters in this book were originally published as a special issue in the Journal of the Indian Ocean Region.

It is a privilege to introduce the reader to this book, as I believe that it will make a signi?cant contribution to, given the dif?culties in the knowledge of the Indian Ocean, developing cooperation in the Indian Ocean region. There have been numerous failed efforts at regional cooperation in different fora in the Indian Ocean. As a result of the land-based orientation of the people in the region, the importance for countries to develop the power to govern the sea has largely been ignored. The maritime approach taken by Manoj Gupta to the Indian Ocean as a region in international relations offers a timely and critical assessment of the potential for regional cooperation and ocean governance. The political leadership in the region can no longer ignore the need for coop- ation in maritime affairs in the Indian Ocean. This book enriches the literature on Indian Ocean issues as it argues convincingly that the security of nations, economic well-being of the people and health of the Indian Ocean cannot be divested from one another. All are fundamentally dependant on the ability of the countries in the region to individually and collectively exert the power to govern the sea.

This book analyses the emergence of the Indian Ocean as security complex and a strategic space of central importance and also looks at its prospective future. As well as US-China rivalry, the India-China rivalry is now the defining factor in the Indian Ocean – irrespective of the strategic asymmetry. This new situation has opened a space for middle-powers, old and new, to intervene. The authors argue that this situation may turn into an additional source of instability and that the creation of an inclusive and comprehensive regional security architecture, as well as the strengthening of regional multilateralism, should be the priority of all stakeholders in the coming decade.
