EU internal security concerns such as migration, police and judicial cooperation are today part of EU foreign policy. This book shows how those concerns dominate the EU agenda towards Mediterranean countries. Adopting a rational-choice institutionalist approach, it explores EU policy and the strategic choices made after the 2011 Arab revolts.

This book proposes to cast some theoretical and empirical light upon the external dimension of Justice and Home Affairs (JHA) which has become a priority in the European Union (EU)’s external relations. Counter-terrorism, visa policy, drug trafficking, organized crime or border controls have indeed become daily business in EU’s relations with the rest of the world. The external dimension of JHA is a persistent policy objective of the EU and its member states, as the 1999 Tampere summit conclusions, the 2000 Coreper report, the 2005 Strategy for the External Dimension of JHA, and the integration of JHA chapters under the European Neighbourhood Policy testify. With an interdisciplinary ambition in mind, this book reflects an attempt to draw together theoretical and empirical insights on the external dimension written by academic scholars that take an interest in questions of JHA and European Foreign Policy (EFP). It does so from an issue-oriented perspective (civilian crisis management, the European Neighbourhood Policy, counter-terrorism policy, visa policy, passenger name record) but also from a geographical perspective with in-depth analysis of the situation in the Western Balkans, Georgia, transatlantic relations and of the Mediterranean neighbourhood. This book was published as a special issue of the Journal of European Integration.

This edited volume offers different theories useful for understanding and explaining European Union cooperation on internal security matters. Cooperation on such matters has not only flourished over the past two decades, but - more recently - has also become one of the most politicised or contested areas of European integration. Yet academic studies in the field remain predominantly empirical or not readily accessible to new scholars. The book addresses this major gap by providing a theoretical primer with a palette of options for explaining a complicated issue area, reaching across the divide of critical and more mainstream scholars that typically fragments discussion and debate. Theorizing Internal Security Cooperation in the European Union offers accessible and authoritative contributions by some of the most distinguished scholars in the field. Each chapter reviews the emergence of a major theoretical approach, the current state-of-the art for that approach, and the accompanying methodological considerations before providing an empirical illustration and an outlook on further research and dialogue with other perspectives. This book will serve as a central reference for developing our understanding of EU internal security cooperation, for exploring the ongoing transformation of statehood, and for illuminating the contemporary evolution of the European Union.

This edited volume analyzes recent key developments in EU border management. In light of the refugee crises in the Mediterranean and the responses on the part of EU member states, this volume presents an in-depth reflection on European border practices and their political, social and economic consequences. Approaching borders as concepts in flux, the authors identify three main trends: the rise of security technologies such as the EUROSUR system, the continued externalization of EU security governance such as border mission training in third states, and the unfolding dynamics of accountability. The contributions show that internal security cooperation in Europe is far from consolidated, since both political oversight mechanisms and the definition of borders remain in flux. The nexus describes the blurring of two formerly distinct security spheres: internal security (domestic affairs), the domain of police and law enforcement; and external security (foreign affairs), traditionally the domain of diplomats and the military. The internal-external security nexus is widely acknowledged in contemporary European Union (EU) documents, also in respect to the issue of migration. Central components of the EU’s approach to the current influx of irregular migrants are to enhance the capacity of countries at the Union’s periphery in order to prevent illegal migration movement early on, to fight migrant smuggling, and to rigorously return persons who do not qualify for international protection under the 1951 Geneva Convention. However, the EU is externally lacking partners while at the same time appearing to be internally in quarrel over how to respond.

In the post-Cold war period new security threats have arisen in Western Europe. Amongst these, organized crime and illegal immigration are acknowledged to represent significant security challenges. The European Union and Internal Security analyses the nature of these challenges and investigates how the EU has been evolving to counter them. This title was first published in 2003. This work provides a clearer understanding of the EU's approach towards security in the Mediterranean. After examining the EU's interests and the potential threats to security in the region, it analyzes EU security policy towards the region as a whole, through the Euro-Mediterranean Partnership, and towards all disputes and conflicts in the area. It recommends opening up the European Security and Defence Policy to Mediterranean participation, in order to establish a deep and equitable security partnership between both shores. The book argues that this way the EU could implement its innovative comprehensive and co-operative approach to security. Rather than focusing on the military aspect alone, this approach takes into account all dimensions of security (political, socio-economic, cultural and ecological) and is based on partnership rather than confrontation. It therefore contrasts quite sharply with the policies advocated in the US National Security Strategy.
