The Minority Language As A Second Language

This innovative collection is the first of its kind to showcase global perspectives on learning minority languages as second languages, offering unique insights into their acquisition and specific characteristics and raising greater awareness around other languages and contexts where SLA occurs. The volume examines how minority languages are acquired as second languages across a range of geographic settings where these languages are unique minorities, that is, they are spoken in one or more states where they have a minority status. International case studies explore particular features of these languages as well as the challenges of teaching and learning them, including standardization, legal recognition at all educational levels, the dissemination of printed and digital materials, and more or less limited language use in the local community. The papers in this volume describe a wide variety of language contact settings in which one or more languages are in a process of shift. In the first part of the book theoretical perspectives are presented, followed by linguistic, sociological and descriptive studies of languages and countries that have attracted the interest of researchers before, as well as less well known examples. This handbook provides an introduction to research findings related to bilingualism in minority-language children, and describes the implications of these findings for issues of current concern in Canadian education. Bilingualism is defined as the production and/or comprehension of two languages by the same individual. The phrase "minority-language children" refers to children whose first language is different from the language of the wider community. The topic is discussed under five headings: (1) issues dealing with bilingual and bicultural education, providing for instruction in a variety of languages, psychological and educational ramifications, and a case study; (2) the historical perspective and the context for bilingualism and bilingual education at present in Canada and in other countries; (3) a presentation of research findings and a consideration of the patterns of bilingualism and cultural identity typically developed by minority children; (4) a review of theories related to learning two languages and a formulation of a cognitive "think tank model" for language learning; and (5) a consideration of the practical implications of the research findings for "heritage-language" teachers and minority parents who are eager to promote a high level of first language proficiency. ​This book presents research on the situation minority language schoolchildren face when they need to learn languages of international communication, in particular English. The book takes minority languages as a starting point and it bridges local and global perspectives in the analysis of multilingual education contexts. It examines the interaction of minority languages and cultures, majority languages and lingua franca-s in a variety of settings across different regions and countries on all continents. Even though all chapters in this book involve minority languages, the issues discussed are relevant to any context in which more than language is used in education. Whose voices are taken into account in language policy and planning and whose have been ignored or more actively silenced? This is the central question addressed in this book. What are the political and social factors that have helped to create these historical exclusions, in terms of endangerment and loss of traditional languages? What are the global influences on the local landscape of languages and linguistic rights? What are the implications for cultural heritage and identity? In analyzing these questions and reporting on research in an array of countries, the chapter authors also suggest ways forward toward designing more inclusive policies and practices in educational contexts, whether in the context of obligatory schooling or in less formal educational contexts. UNESCO estimates that at least 43% of the estimated 6000 languages spoken in the world are endangered. Such statistics remind us that the linguistic diversity that characterizes the human condition is a fragile thing, and that certain languages need to be cultivated if they are to survive into the 21st century and beyond. The chapters in this volume originated as presentations at the XV World Congress of Comparative Education Societies (Buenos Aires, Argentina, 2013). They represent several global regions, namely Africa, Asia, Europe, and North America.
