In fact, instead of insuring decent pay for American seamen, it robs them of the little protection they now enjoy. Obviously the bill does not benefit the taxpayers of the country, but gives away for a son the vessels bought with their money, and olds them up to the extent of fifty million dollars or more per year for the enrichment of a few favored ship owners.
