The New Southern Policy Plus Progress And Way Forward

This book examines the first regional strategy of South Korea toward Southeast Asia and India. At issue is how a middle power (a G20 country with the tenth largest economy in the world) seeks to play a larger and more comprehensive role in regions beyond the Korean peninsula. Hitherto, South Korean foreign policy has focused on nuclearizing North Korea, alliance maintenance with the United States, tricky relations with its most important economic partner China, and difficult ties with Japan marred by historical and territorial disputes. The Moon Administration has sought to diversify South Korean foreign policy by elevating ASEAN and India to the same strategic level as the United States, China, Russia, and Japan. To be sure, the latter countries continue to be most significant to the Korean peninsula. However, this book offers different country and regional perspectives on Seoul’s first regional grand strategy to play a role commensurate with its status as a middle power.

This book looks at the regional policies of two ‘middle powers’ in the Indo-Pacific region, Taiwan and South Korea, and provides critical reflections on the ways both have sought to broaden their options for strategic manoeuvres with their southern neighbours. The chapters in this edited volume carefully examine the ‘New Southbound Policy’ (NSP-T), introduced by Taiwan (2016-present), and the ‘New Southern Policy’ (NSP-K), by South Korea (2017-2022). Both policies are aimed at important neighbours, namely Southeast Asia and India, who are major recipients of Taiwanese and South Korean capital, technology, cultural influence, and educational aid, and seek to improve diplomatic and foreign relations of these two countries with the region. This book considers both Koreas - North Korea and South Korea - to examine possible pathways for the years leading up to 2032 and beyond, thus offering a composite picture of Korea and its strategic relevance in Asia and the world at large. Through a combined South-North Olympic team and an effort of jointly hosting the Games, Republic of Korea president Moon Jae-in has marked the year 2032 as special in the future of the Korean Peninsula. Although the International Olympic Committee (IOC) has expressed scepticism about a combined hosting of the Games, the expectation in Korea is that this event will underline the shared destiny of the people inhabiting the peninsula and realign two states still caught in an ideologically fraught civil conflict that is one of the last vestiges of the Cold War. Chapters begin with a brief historical review and analysis of the present, before moving to consider how these will shape the next decade, drawing comparative and complementary analyses. While US-centred bilateralism and ASEAN-led multilateralism have largely dominated the post-Cold War regional security architecture in the Indo-Pacific, increasing doubts about their effectiveness have resulted in countries turning to alternative forms of cooperation, such as minilateral arrangements. Compared to multilateral groupings, minilateral platforms are smaller in size, as well as more exclusive, flexible and functional. Both China and the US have contributed to minilateral initiatives in the Indo-Pacific. In the case of the former, there is the Lancang-Mekong Cooperation mechanism—involving China, Cambodia, Laos, Myanmar, Thailand and Vietnam—established in 2015. In the case of the latter, there has been a revival of the Quadrilateral Security Dialogue in 2017—involving the US, Australia, Japan and India. This book examines the rise of these arrangements, their challenges and opportunities, as well as their impact on the extant regional security architecture, including on the ASEAN-led multilateral order. A valuable guide for students and policy-makers looking to understand the nature and development of minilateralism in the Indo-Pacific region.

REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require  exibility and a phased approach to REDD+ implementation.
