Excerpt from The North American Review, Vol. 65 At the time of which our author here writes, the seat of government had just been transferred to New Orleans, which then contained about a hundred huts, and somewhat more than two hundred inhabitants. And this city is now one of the great provision-markets of the world! In 1723, its population were prevented from starving by supplies received from France; in 1847, a considerable portion of famishing Europe is fed from its abundance. Excerpt from The North American Review, 1859, Vol. 88 How small, of all that human hearts endure, That part which laws or kings can cause or cure! Slender though the respect may be with which we regard our rotatory assemblymen and our partisan judges, still are they noteworthy personages. The parts are more important than the actors, and centuries hence it will be to our statutes and reports that the curious historian will resort to find out what manner Of men were the restless and energetic Yankees who could found a gigantic empire, but could hardly govern them selves. Lawgiver and law-dispenser, - save the minister of God, what human being can have interests so vital confided to him, or can exercise SO momentous an influence over his fellow-men? Cyrus and Alexander, Tamerlane and Genghis Khan, their names alone remain, and the world is as though they had never been; but the laws of Confucius and Menou. Excerpt from The North American Review, Vol. 92 For many years after the Norman conquest, wool formed the chief export of England. The pastoral races that inhabited the British Isles suffered the Flemings to convert their fleeces into tissues, by skilled labor, and the dominions of the Duke of Burgundy, enriched by manufactures and by the stimulus they gave to agriculture, became the most flourishing part of Europe. At length the islanders began to discover the sources of this prosperity, and gradually learned to keep their wool at home, and to invite the Flemings to the shores of England. Sir Walter Raleigh wrote, three centuries ago, that the greatest question of the hour was, "Shall we export our great staple to enrich Flanders, or weave it at home?" The oppression of Spain and France aided the policy of England; wool ceased to be the chief of English exports; a basis was laid for home manufactures, and English cloth was sent abroad in place of the unwrought material. Excerpt from The North American Review, Vol. 62 There is a feature in Mr. Finlay's method of treating his subject which gives to the result Of his researches a special value; he has investigated not merely the facts of history, so as to present an intelligible narrative, but has inquired in to the causes of political phenomena, laying them open to the light of modern science in such a manner, that the reader sees how the vices of administration worked out their inevi table consequences in the decline of physical prosperity, and in the gradual disorganization of the elements which constitute the necessary conditions of a progressive national existence. In other words, Mr. Finlay understands the principles of political economy, and has applied them skilfully to the ex planation of the facts in his narrative. Excerpt from The North American Review, Vol. 238: January, 1873 But the question at once arises as to how far this change of form was the result of a change of political doctrines. Had the French people abandoned their republican principles as unsound or as impracticable, or had they rather been deceived into the belief that, while they were having an empire in form, they were in reality enjoying the benefits of a republic?
