Since the 2001 overthrow of the Taliban government in Afghanistan, violence against women has emerged as the single most important issue for Afghan gender politics. The Pitfalls of Protection, based on research conducted in Afghanistan between 2009 and 2015, locates the struggles over gender violence in local and global power configurations. The author finds that aid flows and geopolitics have served as both opportunities and obstacles to feminist politics in Afghanistan. Showing why Afghan activists often chose to use the leverage of Western powers instead of entering into either protracted negotiations with powerful national actors or broad political mobilization, the book examines both the achievements and the limits of this strategy.

Industrial policies pursued in many developing countries in the 1950s-1970s largely failed while the industrial policies of the Asian Miracles succeeded. We argue that a key factor of success is industrial policy with export orientation in contrast to import substitution. Exporting encouraged competition, economies of scale, innovation, and local integration and provided market signals to policymakers. Even in a large market such as India, import substitution policies in the automotive industry failed because of micromanagement and misaligned incentives. We also analyze the risk tradeoffs involved in various industrial policy strategies and their implications on the 21st century industrial policies. While state interventions may be needed to develop some new capabilities and industries, trade protectionism is neither a necessary nor a sufficient tool and will most likely be counterproductive.

The economic futures of the United States, Canada, and Japan are tightly linked by the extremely powerful trade network these nations share. Yet because of trade and domestic policies aimed at preserving economic and, some argue, cultural integrity, there has at times been considerable friction among the three nations. Much of the recent trade animus of the U.S. has been aimed Japan, the country with the largest trade surplus with the United States. Canada, the largest trade partner of the U.S., maintains fiscal policies which resemble those of Japan, but has not been the focus of similar concern. Since the actions of each nation reverberate throughout the network, a full and accurate understanding of these complex relations will be essential if ongoing trade negotiations, policymaking, and international relations are to be constructive. The papers in this volume were developed from a conference that addressed the need to discover which structural determinants and policies shape the close economic ties among these nations. Leading experts on trade and macroeconomics from all three countries examine disproportionate saving rates, exchange rate volatility, varying industrial policies and levels of financial innovation, the effects of present tax policies and proposed reforms, and the dynamism of major Pacific nations and the leadership role Japan may play in U.S. relations with that region. Several important conclusions are reached by the contributors. They assert that Japan's trade barriers are relatively low overall and are comparable to those maintained by the United States and Canada, and that divergent fiscal policies have been the major source of macroeconomic imbalances between the United States and other major countries in the 1980s. They also conclude that current trade imbalances may persist for some time. The analyses offered here are likely to prove influential in future policymaking and will be of interest to a wide audience, including academic economists, government officials, and students of theoretical and policy issues of international trade, investment, and finance.

There are a number of books in the market about wind energy, turbine controllers, modelling and different aspects of integration of Wind Farm Power Plants ( WPP) to grids. But none of these books meets the expectations of design and field engineers/technicians to address directly the setting and design philosophy of different Intelligent Electronic Devices (IED) of WPP networks. This book provides practical applications of numerical relays for protection and control of different parts of onshore & offshore WPP network namely wind turbine generator, collector feeder and EHV interconnection transmission line to grid. In addition required changes to existing special protection system (SPS) and run-back scheme by adding a new WPP are discussed. The topology and characteristics of WPP networks are different from convectional one for both onshore and offshore WPP. In addition the fault current contribution from wind farm generators are low (1.1-1.2 pu). These causes significant challenge for setting and design of IEDs of WPP in order to meet the common industry practice requirement with respect to reliability, sensitivity, stability, security and grading coordination. The author believes that this book may be unique with respect to addressing these challenges and provision of the mitigation techniques to rectify the deficiencies of existing industry practice which otherwise have not been discussed for real systems in any other book. This book reveals why the UN is more successful than unilateral great powers in protecting civilians from violence, and focuses on the discourse, development and consequences of UN peacekeeping. Analysing statistics of state fragility and fatalities of violence, it reveals that the UN has managed to save tens of thousands of lives with its peacekeeping: a surprising statistic given the media consensus about the UN’s powerlessness and inefficiency. Using computer-assisted discourse analysis of resolutions from the UN Security Council, 1993-2019, the book offers data that describe the character and development of UN approach to the protection of civilians from violence. It then links the data to the statistics of conflict fatalities and state fragility to reveal, by means of qualitative and quantitative analysis, when, where, how and why the UN has been successful at protecting civilians. Two reasons for the UN’s success are highlighted in the book as being statistically most significant. First, the organization offers local ownership to peaceful solutions by considering conflicting parties as the primary agents of protection. Second, the UN approach is much less power-oriented than unilateral approaches by the great powers: protection for the UN does not mean deterrence or destruction, but rather, support for local protectors of civilians. However, strong great power influence on such operations tends to weaken UN’s ability to save lives. This book will be of much interest to students of humanitarian intervention, peacekeeping, human rights and International Relations in general.
