The Provincial Land Use Strategy Planning For Sustainability Improving The Planning Delivery System For British Columbia

The Commission on Resources and Environment (CORE) was given the legal responsibility in 1992 to develop a British Columbia wide strategy for land use and related resource and environmental management. After two years of extensive public consultation and research, the recommended provincial land use strategy is set out in four volumes. This second volume provides an in-depth review and detailed recommendations regarding legislation, structures, and other measures to improve the overall land use planning system in B.C.

The Commission on Resources and Environment (CORE) was given the legal responsibility in 1992 to develop a strategy for land use and related resource and environmental management. After two years of public consultation and research, the commission set out in this report and three companion volumes a provincial land use strategy, supported by a Sustainability Act. This report describes sustainability actions in B.C. from 1910 to the present and why a Sustainability Act is needed; the provincial land strategy to date, including current initiatives and public participation; and the development of the Sustainability Act. A glossary is included. Appendices include a provincial land use charter and land use goals.

Proceedings of the symposium, which explored how sustainable development applies to specific planning and policy decisions at the provincial and municipal levels, particularly in British Columbia. The symposium provided a forum for discussion among politicians, representatives from public interest groups, bureaucrats, and corporate executives. This document includes the keynote address by Stephen Lewis; workshop reports on provincial strategies, economic opportunities, planning sustainable communities, agriculture, forestry, fisheries and water, and non-renewables; and concludes with the symposium statement. A list of participants and their statements is also included.

This book is a collection of papers presented at the international symposium on forest sector analysis held in Miyazaki, Japan, in 1998. It is structured with three themes: understanding global forest sector issues, discussing the contribution of modeling efforts to forest sector analysis, and discussing the role of Japanese forest policy in a global sense. The most important features are the case studies using various types of forest sector models. From a modeling perspective, changes in modeling efforts include more detail of spatial and multiple market levels, intergenerational welfare concerns, non-market valuation issues, and explicit treatment of the uncertainty inherent in both the policy process and in the biophysical systems. The reader of this book will benefit not only from presentation of forest utilization issues in different nations, but also from the interrelatedness of the theory and application of forest sector modeling.
