SOCIAL POLICIES IN SMALL STATES SERIES The country case studies and thematic papers in this series examine social policy issues facing small states and the implications for economic development. They show how, despite their inherent vulnerability, some small states have been successful in improving their social indicators because of the complementary social and economic policies they have implemented. THEMATIC PAPER - THE WELFARE STATE Historically, the welfare state evolved as the most efficient policy response to caring for a large, homogeneous population. This traditional model, however, loses importance as population size falls below 3-4 million, especially for states where a significant number of the population migrate and send remittances home, and where the country is the recipient of overseas aid. Facilitating the international mobility of people therefore becomes central to social policy and insofar as the welfare state occurs, it tends to be focused on the labour market. This paper examines how the characteristics of small states influence their pursuit of a welfare state. Many of the small states discussed have not previously featured in mainstream thinking about the relationship between country size and the extent of the welfare state.

In the early 1980s, the welfare state, for too long regarded as a notable contribution to the establishment of a humane social order, had over the previous decade come under increasing attack. Some of its critics, especially in the UK and the USA, maintained that it had failed to deal satisfactorily with the problem of poverty. Others held that it was over-elaborate, created a psychology of dependence and imposed costs that needed to be reduced as part of a policy of general economic recovery. In a number of countries, cuts had already been imposed or were now contemplated. In this situation it was crucially important to direct attention once more to the basic objectives of the various welfare services from a systematic and comparative standpoint. Originally published in 1982, the authors of this book, one an economist and the other a specialist in social administration, subjected these aims to rigorous analysis and discuss the underlying issues of social philosophy. They then attempt to assess the various methods adopted for their attainment in Britain and comment on those adopted in the USA and in some continental European countries. Although the authors reject the more extreme assertion that the welfare state has been a failure, they point to the need to relate some of the policies followed more clearly to the basic objectives. A number of proposals for reform are put forward which would imply some change of emphasis and should permit a simplification of existing over-complex arrangements.

This book deals with the quest for a divided welfare state in Sweden. The prime example is the rapid rise of private health insurance, which now constitutes a parallel system characterized by state subsidies for some and not for others. This functions as a kind of reverse means-testing, whereby primarily the upper classes get state support for new types of welfare consumption. Innovatively, Lapidus explains how such a parallel system requires not only direct and statutory state support but also indirect support, for example, from infrastructure built for the public health system. He goes on to examine how semi-private welfare funding is dependent on private provision and how the so-called 'hidden welfare state' gradually erodes the visible and former universal welfare state model, in direct contrast to its own stated goals. Who benefits from privatized welfare? How are the privatization of delivery and the privatization of funding linked? How does this impact public willingness to pay tax? All of these questions and more are discussed in this accessible volume.
