This report covers several aspects of the education sector in northern Sudan. It begins by setting the scene in terms of the historical and economic context and by providing an outline of the administrative set up, which is particularly important in northern Sudan?s decentralized education system.

Inclusive education addresses the diverse learning needs of all kinds of learners. It reaches out to excluded groups and goes beyond providing physical access to learning institutions to encompass academic and instructional access to learning concepts. This report clearly presents the development of inclusive education and provides a rationale for strengthening it. The report identifies the various forms of exclusion from education and stresses the patterns of exclusion by subsector and by subregion in Asia and the Pacific. It serves two main purposes: as a strategic and operational guide for the Asian Development Bank and its education sector staff in strengthening inclusive education projects in developing member countries; and as an informative resource for education ministries, institutions, and other stakeholders of education in the region.

This volume addresses both 'evidence of impact' and 'impact of evidence' to reveal the complex dialogue between the enterprise of teacher education and evidence of its effects in the early 21st century, taking a critical position on the very notions of 'evidence' and 'impact' that underpin contemporary policy frameworks. Teacher education programs in Australia and internationally are challenged by contemporary policy frameworks to demonstrate evidence of the impact they have on the capacity of graduating teachers to act with confidence and competence in school and early childhood education classrooms. At the same time, the field of teacher education is increasingly working to build a robust platform of research evidence that speaks to these policy frameworks and to broader issues concerning the role of teaching and teacher education in society.

The majority of the world’s children live in countries where local governments are responsible for the provision of basic education services. Although subnational governments manage their own education systems, they often rely on transfers from the central government for funding. The main purpose of this study is to assess how these fiscal transfers affect public funding for education and how they ultimately affect student schooling and learning outcomes. Through a careful analysis of how fiscal transfers have affected education systems in different contexts, the investigation develops a set of principles to support improvements in the design and implementation of transfer systems with a specific focus on the provision of education services. The study is centered on seven country case studies that aim to answer a set of common research questions using a similar approach. Country case studies were conducted in Brazil, Bulgaria, China, Colombia, Indonesia, Sudan, and Uganda. The analysis shows that fiscal transfer mechanisms can improve the adequacy of public education spending, reduce spending inequalities between regions, and improve spending efficiency. Moreover, the study highlights that carefully designed and implemented transfer systems can help raise overall education outcomes and reduce education inequality. Few studies have looked into the governance of universities in societies affected by armed conflicts, because they are either meant for practitioners or focused on the role of universities for peace and development. Akiiki Babyesiza offers an in-depth analysis of the relationship between state, higher education, and society in a multicultural and multi-religious post-conflict setting and uses empirical data to question university governance concepts. She explores the role that civil wars played in university development and governance in Sudan with a particular focus on Southern Sudan after the peace agreement of 2005 and before its secession in 2011.
