The Struggle For Democracy In Adult Education

Adult education in the United States has its roots in democracy. The editors and contributors of this volume build on that historical relationship and examine an adult education practice that not only shapes minds, but also seeks to build communities of collaborative action. We explore best practices shared in and informed decision making within different contexts of adult education--in the community, the classroom, and the university--by focusing on various aspects of our work as adult education practitioners. Early in the twentieth century, adult education was often described as a "movement," a spontaneous emergence of study circles, town hall meetings, and learning groups, all engaged in better understanding their world to build a better one democractically. Education in its broadest sense--learning to name the world--was at the center of that movement. At the same time, and at the opposite end of the spectrum, were those who made the leap from lifelong learning to lifelong schooling. Collapse of the almost-movement was inevitable. Educators in the workplace and in formal institutions of learning sought to shape minds, rather than free them. Consequently, adult education grew up alongside a practice that devalued learning for democratic action and stressed adaptation to the workplace, corporate America, and a consumer economy. Perhaps nostalgia is a lingering desire to return to a past that never was, but many adult educators, including the authors represented in this volume, have been attempting to reclaim their birthright--a critical but steadfast commitment to building democracy. During the past decade there has been a series of radical changes to the educational system of England and Wales. This book argues that any serious study of these changes has to engage with complex questions about the role of education in a modern liberal democracy. Were these educational changes informed by the needs and aspirations of a democratic society? To what extent will they promote democratic values and ideals? These questions can only be adequately addressed by making explicit the political ideas and the underlying philosophical principles that have together shaped the English educational system. To this end, the book provides a selective history of English education which exposes the connections between decisive periods of educational change and the intellectual and political climate in which it occurred. It also connects the educational policies of the 1980s and 90s to the political ideas of the New Right in order to show how they are part of a broader political strategy aimed at reversing the democratic advances achieved through the intellectual and political struggles of the nineteenth and twentieth centuries. The book proposes that a democratic educational vision can only effectively be advanced by renewing the 'struggle for democracy' - the historical struggle to create forms of education which will empower all citizens to participate in an open, pluralistic and democratic society.

Adult education has frequently assumed a political role in society and also has itself been regarded as a social movement. This book, however, is the first systematic attempt to analyse it from the perspective of political theory. The author locates the education of adults within current political theory - something which has become even more relevant since the Conservative government of the UK has adopted an interventionist approach to education. Peter Jarvis starts from a historical perspective, examining the relationship between adult education and civil society, and exploring theories of the state. He discusses the concept of democracy and shows that there are a variety of different forms with which the education of adults might be related. The idea of citizenship is also examined, and it is suggested that the education of adults might be regarded as a citizenship right which is being lost to all citizens as a result of current government policies.
