The Suspended Disaster

After Algeria’s president Abdelaziz Bouteflika announced his intention to run for a fifth term in early 2019, a popular peaceful uprising erupted calling for change. Bouteflika, who had been in office since 1999, was eventually forced to resign, but the Hirak (“movement”) continued to protest the country’s inequalities and entrenched ruling elite. The Suspended Disaster examines the dynamics of the Algerian political system, offering new insights into the last years of Bouteflika’s rule and the factors that shaped the emergence of an unexpected social movement. Thomas Serres argues that the Algerian ruling coalition developed a mode of government based on the management of a seemingly never-ending crisis, marked by an obsession with security and the ever-present possibility of unrest, violence, and economic collapse. Identifying this form of rule as “governance by catastrophization,” he shows how attempts to preserve the status quo through emergency policies and constant reforms can also lay the groundwork for a revolutionary situation. Serres contrasts the government’s portrayal of perpetually imminent disaster with the uncertainty, precarity, and indignity experienced by much of the population, which fueled the rejection of ruling elites, a profound mistrust toward institutions, and new spaces for grassroots opposition. Based on extensive fieldwork and theoretically novel, The Suspended Disaster sheds new light on the political, economic, and social processes underlying an uprising that changed the face of Algerian politics.

Suspended Apocalypse is a rich and provocative meditation on the emergence of the Filipino American as a subject of history. Culling from historical, popular, and ethnographic archives, Dylan Rodríguez provides a sophisticated analysis of the Filipino presence in the American imaginary. Radically critiquing current conceptions of Filipino American identity, community, and history, he puts forth a genealogy of Filipino genocide, rooted in the early twentieth-century military, political, and cultural subjugation of the Philippines by the United States. Suspended Apocalypse critically addresses what Rodríguez calls "Filipino American communion," interrogating redemptive and romantic notions of Filipino migration and settlement in the United States in relation to larger histories of race, colonial conquest, and white supremacy. Contemporary popular and scholarly discussions of the Filipino American are, he asserts, inseparable from their origins in the violent racist regimes of the United States and its historical successor, liberal multiculturalism. Rodríguez deftly contrasts the colonization of the Philippines with present-day disasters such as Hurricane Katrina and Mount Pinatubo to show how the global subjection of Philippine, black, and indigenous peoples create a linked history of genocide. But in these juxtapositions, Rodríguez finds moments and spaces of radical opportunity. Engaging the violence and disruption of the Filipino condition sets the stage, he argues, for the possibility of a transformation of the political lens through which contemporary empire might be analyzed, understood, and perhaps even overcome.

Approaches to Disaster Management regards critical disaster management issues. Ten original research reports by international scholars centered on disaster management are organized into three general areas of hazards and disaster management. The first section includes discussions of perspectives on vulnerability and on evolving approaches to mitigation. The second section highlights approaches to improve data use and information management in several distinct applications intended to promote prediction and communication of hazard. The third section regards the management of crises and post-event recovery in the private sector, in the design of urban space and among the victims of disaster. This volume contributes both conceptual and practical commentary to the disaster management literature.

Mechademia 10 revolves around a maelstrom of events: the devastation of 3/11—the earthquake, tsunami, and nuclear reactor crises—and the ongoing environmental disasters that have recently overtaken Japan. Because anime and manga have long proposed (and illustrated) alternative worlds—some created after catastrophes—it is fitting that this volume should consider this propensity for “world renewal.” Individual essays range widely, from a poetic and personal reflection on the ritual of tôrô nagashi (the lighting of floating paper lanterns that has traditionally commemorated souls lost in great public cataclysms, such as war) to a study of the various counterfactual histories written about the historical figure of Toyotomi Hideyoshi, a former peasant farmer who became a military dictator of feudal Japan. The book also includes an original manga, Nanohana, from the popular artist Hagio Moto, who is quoted as saying: “I want to think together with everyone else about Fukushima and Chernobyl, about the future of the Earth, about the future of humankind, and to keep thinking moving forward.”
