Towards A Nordic Wellbeing Economy

This Special Edition aims to complement State of the Nordic Region 2020 by taking an in-depth look at some of the factors that contribute to wellbeing and health in the Nordic Region, and exploring how digitalisation in health care and social care can contribute to wellbeing. The report illustrates the central role of demography, whereby the composition and the spatial patterns of the population together with socio-economic factors contribute to shaping the living conditions and wellbeing in different parts of the Nordic Region. Despite a general pattern of urban regions being richer, more well educated and living longer, we also find many thriving rural areas attracting new young residents. Digital infrastructure plays a crucial role for the development of those rural areas.

The report presents a series of facts and figures showing the current state of play within core socioeconomic sectors, including demography, labour market and economy. State of the Nordic Region 2020 is published by the Nordic Council of Ministers and produced by Nordregio, an international research center for regional development and planning established by the Nordic Council of Ministers.

The purpose of this volume, bringing together key actors of the well-being community, including scholars and policy-makers, is to advance the understanding and undertaking of the well-being transition away from growth and toward resilience and sustainability, at a time when this progress has become a vital necessity. A decade after the publication of the Stiglitz Report (2009), alternative visions to GDP and growth, that flourished in the 1970s, have re-emerged from all corners of the world, at all levels of governance. Yet, GDP and growth remain very much dominant in defining public policies, influencing businesses and shaping imaginaries. This book moves forward on two urgent tasks that stand before us in order to make progress in the well-being transition: first, connecting well-being to sustainability in a consistent framework highlighting their complementarity, using health as a pivot; second, operationalizing well-being indicators, i.e. integrating them into policy at all levels of governance.

The Nordic Economic Policy Review is published by the Nordic Council of Ministers. This year’s issue is part of the Danish presidency programme for the Nordic Council of Ministers in 2015. The review addresses policy issues in a way that is useful for in-formed non-specialists as well as for professional economists. All articles are commissioned from leading professional economists and are subject to peer review prior to publication. The review appears once a year. After the recent financial and economic crisis, greening the economy has become a major focus for international and national discussions: How to combine forceful and effective action to meet climate change and other environmental challenges with stronger and more sustainable economic development, in both developed and developing countries. This synthesis report on the Nordic countries' environmental policy experiences, focuses on the use of economic instruments and how this policy has contributed to the integration of environmental concerns into economic growth and development policies. The report demonstrates that the Nordic countries have been successful in achieving substantial reductions in several major pollutants and clear improvements in local and regional environmental quality, while maintaining an internationally respectable rate of economic growth. This decoupling of economic development from growth in emissions has been achieved through a range of policy instruments, with a strong and increasing element of economic, market-based instruments. The challenge, and the opportunity, for the Nordic countries is to strengthen and deepen such policies, with even more effective design of and combination of policy instruments, to deal with new and remaining threats to the local, national and international environment.
