Traffic Safety Crime

A planning guide for law enforcement (LE) exec., administrators and managers. Developed by the Highway Safety Comm. of the Internat. Assoc. of Chiefs of Police. Traffic safety programs form an integral component of the effective, comprehensive LE operation, although not all LE executives recognize this important fact. In this new millennium, emerging trends and new technology are of the utmost importance. This report addresses elements and core components in human resources, mgmt. and technology issues, with a focus on effective traffic safety strategies. These individual strategies discuss background info., possible actions, benefits, and other considerations. Deals with both proven strategies and promising initiatives for the future.

Provides information that can help police leaders be more knowledgeable about the resources available for an effective traffic enforcement program.

Committee Serial No. 89-30. Considers H.R. 13290, to authorize Commerce Dept to work with Federal departments and states to create and enforce highway safety programs, and to establish safety research and development programs and national register service for revoked or denied licensees.

This report combines empirical research on the relationship between road infrastructure, inclusive economic development and traffic safety with an assessment of policies and governance structures to help governments find ways to create effective, safe and inclusive transport infrastructures.

What Does It Mean To Be a TSRP? TSRPs facilitate a coordinated, multidisciplinary approach to the prosecution of impaired driving and other traffic crimes. A Traffic Safety Resource Prosecutor (TSRP) is generally a current or former prosecutor who provides training, education and technical support to traffic crimes prosecutors and law enforcement agencies throughout their state. Traffic crimes and safety issues include but are not limited to: alcohol and/or drug impaired driving, vehicular homicide, occupant restraint and other highway safety issues. Each TSRP must assess the needs and demands unique to his or her own state and work in conjunction with many agencies to meet these needs. The National Highway Traffic Safety Administration (NHTSA), law enforcement agencies, crime laboratories (including forensic toxicologists), medical examiners, local media, governor's highway safety offices, and victim advocate groups should all be utilized to facilitate services to all prosecutors and law enforcement. Qualifications: * Juris Doctorate or equivalent degree from a law school accredited by the American Bar Association or the Supreme Court of the State. * Member in good standing of the State Bar. * Extensive experience in the prosecution of impaired driving cases. * Knowledge or willingness to learn about the NHTSA/International Association of Chiefs of Police (IACP) Standardized Field Sobriety Testing (SFST) and if applicable in the State, the Drug Evaluation and Classification (DEC) Program. * Knowledge or willingness to learn about sobriety checkpoints and saturation patrol operations.
