Viceregalism

This book examines how the Crown has performed as Head of State across the UK and post war Commonwealth during times of political crisis. It explores the little-known relationships, powers and imperial legacies regarding modern heads of state in parliamentary regimes where so many decisions occur without parliamentary or public scrutiny. This original study highlights how the Queen’s position has been replicated across continents with surprising results. It also shows the topicality and contemporary relevance of this historical research to interpret and understand crises of governance and the enduring legacy of monarchy and colonialism to modern politics. This collection uniquely brings together a diverse set of states including specific chapters on England, Scotland, Northern Ireland, Sri Lanka, Malaysia, Brunei, Ghana, Nigeria, Zimbabwe/Rhodesia, Australia, Tuvalu, and the Commonwealth Caribbean. Presenting a framework that incorporates macro-level forces into micro-level strategic calculations, this book explains key political choices by leaders and challengers in Pakistan through the political survival mechanism. It offers an explanation for continuing polity weakness in the country, and describes how political survival shapes the choices made by the leaders and challengers. Using a unique analysis that synthesizes theories of weak states, quasi-states and political survival, the book extends beyond rationalist accounts and the application of choice-theoretical approaches to developing countries. It challenges the focus on ideology and suggests that diverse, religiously and ethnically-defined affinity groups have interests that are represented in particular ways in weak state circumstances. Extensive interviews with decision-makers and polity-participants, combined with narrative accounts, allow the author to examine decision-making by leaders in a state bureaucratic machinery context as well as the complex mechanisms by which dissident affinity groups may support ‘quasi-state’ options. This study can be used for comparisons in Islamic contexts, and presents an interesting contribution to studies on South Asia as well as Political Development.

This collection of essays is a tribute to Lord Kerr of Tonaghmore, who died aged 72 on 1 December 2020 after having retired from the UK Supreme Court just two months earlier. Brian Kerr was appointed as a judge of the High Court of Northern Ireland in 1993. He became the Lord Chief Justice of Northern Ireland in 2004 before being elevated to a peerage and appointed as the last Lord of Appeal in Ordinary in June 2009. Four months later, as Lord Kerr, he moved from the Appellate Committee of the House of Lords to the UK Supreme Court where, after exactly 11 years, he concluded his distinguished judicial career as the longest-serving Justice to date. During his career he established an exceptional reputation for independence of thought, fairness and humanitarianism. Lord Kerr's judicial mind has inspired and influenced a significant number of scholars and jurists throughout the UK and beyond. In this book, his unique brand of jurisprudence is examined alongside a catalogue of broader issues in which he displayed a keen interest during his lifetime. The volume includes topical contributions from a range of legal experts in Britain and Ireland. This edited collection draws together new historical writing on the Commonwealth.
