Water And Cities

This report focuses on the urban water management challenges facing cities across OECD countries, and explores both national and local policy responses with respect to water-risk exposure, the state of urban infrastructures and dynamics, and institutional and governance architectures. The analyses focus on four mutually dependent dimensions – finance, innovation, urban-rural co-operation and governance – and proposes a solutions-oriented typology based on urban characteristics. The report underlines that sustainable urban water management will depend on collaboration across different tiers of government working together with local initiatives and stakeholders.

Today’s urban water managers are faced with an unprecedented set of issues that call for a different approach to urban water management. These include the urgent changes needed to respond to climate change, population growth, growing resource constraints, and rapidly increasing global urbanization. Not only are these issues difficult to address, but they are facing us in an environment that is increasingly unpredictable and complex. Although innovative, new tools are now available to water professionals to address these challenges, solving the water problems of tomorrow cannot be done by the water professionals alone. Instead, the city of the future, whether in the developed or developing world, must integrate water management planning and operations with other city services to meet the needs of humans and the environment in a dramatically superior manner. Water Sensitive Cities has been developed from selected papers from 2009 Singapore Water Week “Planning for Sustainable Solutions” and also papers taken from other IWA events. It pulls together material that supports the water professionals’ need for useful and up-to-date material. Building water-wise cities is a pressing need nowadays in both developed and developing countries. This is mainly due to the limitation of the available water resources and aging infrastructure to meet the needs of adapting to social and environmental changes and for urban liveability. This is the first book to provide comprehensive insights into theoretical, systematic, and engineering aspects of water-wise cities with a broad coverage of global issues. The book aims to (1) provide a theoretical framework of water-wise cities and associated sustainable water systems including key concepts and principles, (2) provide a brand-new thinking on the design and management of sustainable urban water systems of various scales towards a paradigm shift under the resource and environmental constraints, and (3) provide a technological perspective with successful case studies of technology selection, integration, and optimization on the “fit-for-purpose” basis.

This book features expert contributions on key sustainability aspects of urban water management in Chinese agglomerations. Both technical and institutional pathways to sustainable urban water management are developed on the basis of a broad, interdisciplinary problem analysis.

The perceptibly changing climate has resulted in more precipitation in a small number of short periods. As most urban water management systems were developed at a time when precipitation was distributed more evenly throughout the year, they cannot deal properly with the new circumstances, and high groundwater levels and excess water are the result. In practice, many urban dwellers are consequently confronted with flooded cellars and inaccessible urban infrastructure. To solve these phenomena in the future, a major part of the urban water programmes for the next few decades consists of restructuring and transformation of the existing urban areas, in which water management is considered as an integral part of urban renewal activities and in which its capacity is compliant with the urban area scale. With an integral approach, this book treats the relation of urbanism and water management in Dutch water cities. It also treats the financial aspects of the adjustment of existing water systems to meet the changes in the urban hydrological cycle. It presents the typology of typical current and future Dutch water cities, their urban function and the ecological and technical aspects. Separate chapters deal with the transformation of the historical city, the consolidation of the inter-war city and the restructuring of the post-war city to meet future conditions. The final chapter presents a comparison of the Dutch situation with South Korean (Seoul), Japanese (Tokyo) and German (Ruhr area) urban areas.

Approximately 80 per cent of the population of Latin America is concentrated in urban centres. Pressure on water resources and water management in cities therefore provide major challenges. Despite the importance of the issues, there has been little systematic coverage of the topic in book form. This work fills a gap in the literature by providing both thematic overviews and case study chapters. It reviews key aspects of why water matters in cities and presents case studies on topics such as groundwater management, green growth and water services, inequalities in water supply, the financing of water services and flood management. Detailed examples are described from Argentina, Brazil, Colombia, Ecuador, Mexico and Peru, and there is also a chapter comparing lessons which might be learnt from US cities. Contributing authors are drawn from both within and outside the region, including from the Inter-American Development Bank, OECD and World Bank to set the issues in a global context.

With rapidly growing urban populations the challenge is immense. Water and Sanitation in the World's Cities is a comprehensive and authoritative assessment of the problems and how they can be addressed. This influential publication by the United Nations Human Settlements Programme (UN-HABITAT) sets out in detail the scale of inadequate provision of water and sanitation. It describes the impacts on health and economic performance, showing the potential gains of remedial action; it analyses the proximate and underlying causes of poor provision and identifies information gaps affecting resource allocation; it outlines the consequences of further deterioration; and it explains how resources and institutional capacities - public, private and community - can be used to deliver proper services through integrated water resource management.

The process of modernization, especially during the twentieth century, has brought about dramatic changes in most cities situated on a body of water. The search for efficiency and functionality has profoundly affected coastal and urban landscapes: gigantism in the port industry has contributed to the degradation of environmental resources and habitats, and modernization processes have marginalized local cultures and historical, community-based values, thus causing original features and local specificity to disappear from most of our historical waterfronts. During the last few decades, the restructuring of port and industrial activities, the greater importance of leisure and tourism, and increasing concern for environmental matters have led to the “rediscovery of water” and to the design and implementation of new urban policies aimed at redeveloping urban waterfronts. Against this background, Venice and Tokyo represent paradigmatic cases of the many challenges which confront urban governance in cities on water. In fact, the urban history of these cities is intimately linked to their relationship with water, which has changed over the centuries, creating articulated and complex structures that have characterized their physical aspect, and even the image of the two cities offered to the rest of the world. From this perspective, this volume highlights the most important socio-economic, historical, identitarian, environmental, and cultural dimensions of the process of the “rediscovery of water” in Venice and Tokyo, as well as offering a re-evaluation of their heritage and identity as cities of water. It pays particular attention to the various implications of living in such a fragile and liminal space between land and water, where natural risks and social and economic vulnerability are particularly high.
