Water For Food And Rural Development

This is a discussion of the issues surrounding water resource development and management in South Asia, namely, which innovative approaches and methodologies can help resolve the deadlock in water resources development and management?

This paper on Water for Rural Development is divided into two parts. The first part outlines the most important issues from IWMI's point of view on water for rural development, with a focus on developing countries. This part identifies, discusses and provides recommendations for key areas for interventions in water resources development and management in the context of rural development. The second part of the document provides analyses of present and future water resources in the World Bank's defined regions.

A Bucket of Water reflects on the work of the International Fund for Agricultural Development (IFAD) in tackling challenging issues in rural development, and provides an accessible discussion of themes such as peace and development, the cost of inaction, engaging young people in farming, women's contribution, business, and technology and research.

This volume reviews the evolution of ten years’ learning and discovery about water scarcity, livelihoods, and food security within the CGIAR Challenge Program on Water and Food. It draws on the experiences of over 100 projects conducted in ten river basins in the developing world. The book describes how the program’s design evolved from an emphasis on water scarcity, water productivity, and water access to an emphasis on using water innovations to improve livelihoods and address development challenges in specific river basins. It shows how the research was used to foster change in stakeholder behavior, linking it to improved knowledge, attitudes, and skills, which were fostered by stakeholder participation, innovation, dialogue, and negotiation. The authors describe development challenges, their drivers and their political context, how to address them through technical, institutional, and policy innovations; and the consequences of change at different scales, time frames on equity, resilience, and ecosystem services. Overall, the work represents a major synthesis and landmark publication for all concerned with water resource management and sustainable development.

This book is the first comprehensive effort to bring together Water, Food Security and Nutrition (FSN) in a way that goes beyond the traditional focus on irrigated agriculture. Apart from looking at the role of water and sanitation for human well-being, it proposes alternative and more locally appropriate ways to address complex water management and governance challenges from the local to global levels against a backdrop of growing uncertainties. The authors challenge mainstream supply-oriented and neo-Malthusian visions that argue for the need to increase the land area under irrigation in order to feed the world’s growing population. Instead, they argue for a reframing of the debate concerning production processes, waste, food consumption and dietary patterns whilst proposing alternative strategies to improve water and land productivity, putting the interests of marginalized and disenfranchized groups upfront. The book highlights how accessing water for FSN can be challenging for small-holders, vulnerable and marginalized women and men, and how water allocation systems and reform processes can negatively affect local people’s informal rights. The book argues for the need to improve policy coherence across water, land and food and is original in making a case for strengthening the relationship between the human rights to water and food, especially for marginalized women and men. It will be of great interest to practitioners, students and researchers working on water and food issues.

Some 200 million people lived on Planet Earth at the start of the modern era. That number rose to 2.5 billion by 1950. At mid-2008, the population is now 7.0 billion and is expected to reach 9.0 billion by 2040. It thus took 1,950 years for the global population to grow ten-fold but only an additional 58 years to nearly triple. And throughout this period the global availability of water resources has remained more or less constant. Growing ever more food to feed rising populations will be possible only with increasingly large amounts of water being used for agricultural irrigation, even allowing for further advances in plant genetics. Groundwater widely developed by private initiative but often stimulated by 'soft loan' finance, guaranteed crop prices, and rural energy subsidies will be a very important source of irrigation water. At the same time groundwater will continue to be the predominant source of household water for the rural population in developing nations.

All statistical evidence confirms that agriculture is the key sector for water management, now and in the next decades. Nevertheless, the rural water development sector fails at present to get priority, compared to other competing sectors, in international fora. Strong and new arguments are needed to bring rural water back "on line." Agriculture policies and investments will need to become more strategic. They will have to unlock the potential of agricultural water management practices to raise productivity, spread equitable access to water, and conserve the natural productivity of water resources base.

Land represents an important resource for the economic life of a majority of people in the world. The way people handle and use land resources impacts their social and economic well-being as well as the sustained quality of land resources. Land use planning is also integral to water resources development and management for agriculture, industry, drinking water, and power generation. This valuable work brings to the forefront the state of practice of land use planning in India, highlighting governmental programs and research with wide-ranging chapters on important topics. Covering various agro-ecosystem, including irrigated, rainfed, coastal, semi-arid, arid (drylands), and hill and mountain (temperate) regions, this volume discusses a variety of issues related to sustainable agriculture and rural development. Chapters address the following questions: •What are the sources, scales, and quality of land resources and land use data for efficient planning • Which are the agroecological systems hot spots that are have been degraded? How can these areas be rejuvenated in terms of quality? • What should be the unit of planning for a holistic approach for the conservation and efficient use of natural resources at different administrative levels and domains? • What are the roles of state land use boards and district planning committees? • How can various programs be integrated and implemented by central and state agencies? • What are the technologies, new policies, and support systems required to address sustainable land use? • What are the legal issues? • What should be the role of communities in planning for poverty alleviation and integrated planning for sustainable agriculture based livelihoods? • What is the role GIS in sustainable agriculture and rural development? With high population growth, endemic poverty, and weak existing institutional capacity for land management, India (and other regions of the world) require strong scientific and strategically important land use policies and methods for sustainable development. This book helps to show the way.
