Water Governance In Tunisia

This report diagnoses the main governance and financing challenges to private sector participation in the water supply and wastewater sector of Tunisia, and provides ways forward to address these challenges.

This report diagnoses the main governance and financing challenges to private sector participation in the water supply and wastewater sector of Tunisia, and provides ways forward to address these challenges. It been developed as part of a water policy dialogue conducted by the OECD jointly with the Global Water Partnership-Mediterranean (GWP-Med) in the context of the project labelled by the Union for the Mediterranean (UfM) "Governance and Financing for the Mediterranean Water Sector", with the support of the FEMIP Trust Fund of the European Investment Bank.

This book shows how the change of water paradigm has become urgent, and provides evidence for new policies that expand water balance to green and virtual water. The issue of water security concerns drinking water supply but also food safety, linked to agricultural policy. Both rain-fed and irrigated agriculture play complementary roles in food security, and the water issue implies a holistic view of water resources. This view constitutes the book's backstory. The reader will find original ideas that can be applied everywhere because the example of Tunisia is typically a basis to illustrate a universally prevalent situation. The book deals with other important issues: desalination, wastewater recycling, water quality, groundwater overdraft, water savings, governance, knowledge valuing, education, information: upgrading the whole water systems for the future implies emancipation of the whole society.

This report assesses the main governance and financing challenges to private sector participation (PSP) in the water supply and sanitation sector of Jordan, and provides ways forward to address them, based on international experience and OECD compendium of principles and good practices. Using the diagnostic analysis of the governance challenges to PSP in the Jordan water sector (Chapter 1), the report identifies ways forward to overcome bottlenecks focusing on three key pillars (Chapter 2): i) managing public-private partnership in a fiscally constrained environment through appropriate budget processes; ii) reducing the regulatory risks through supporting the development of a high-quality framework; and iii)managing and enhancing stakeholder engagement to improve accountability and buy-in. The report also includes an action plan with concrete measures to implement the recommendations proposed in the report. This report contains a collection of papers from a workshopâ€"Strengthening Science-Based Decision-Making for Sustainable Management of Scarce Water Resources for Agricultural Production, held in Tunisia. Participants, including scientists, decision makers, representatives of non-profit organizations, and a farmer, came from the United States and several countries in North Africa and the Middle East. The papers examined constraints to agricultural production as it relates to water scarcity; focusing on 1) the state of the science regarding water management for agricultural purposes in the Middle East and North Africa 2) how science can be applied to better manage existing water supplies to optimize the domestic production of food and fiber. The cross-cutting themes of the workshop were the elements or principles of science-based decision making, the role of the scientific community in ensuring that science is an integral part of the decision making process, and ways to improve communications between scientists and decision makers.

The publication looks at the alarming current water situation in the Arab countries, with demand for water increasing exponentially as a result of rapid population expansion, changing lifestyles, urbanisation, and the pressures of economic growth. The high dependency of the region on transboundary waters and growing competition over water use further intensifies the water crisis. Furthermore, the repercussions of climate change will exacerbate these ongoing challenges. This water crisis is, at its core, an issue of governance, often managed by fragmented government institutions with inadequate capacities leading to inefficient provision of potable water and sanitation services. Lastly, the Arab region's current political and economic transformations present an opportunity to advance water governance reform, while effective water governance systems can in turn catalyse region-wide aspirations for overall good governance and sustainable human development.
