Who Expert Committee On Drug Dependence

This report presents the recommendations of the fortyfirst WHO Expert Committee on Drug Dependence (ECDD). The ECDD is responsible for the assessment of psychoactive substances for possible scheduling under the International Drug Control Conventions. The ECDD reviews the therapeutic usefulness, the liability for abuse and dependence, and the public health and social harm of each substance. The ECDD will advise the DirectorGeneral of WHO to schedule or to amend the scheduling status of a substance. The Director-General will, as appropriate, communicate the recommendations to the Secretary-General of the United Nations, who will in turn communicate the advice to the Commission on Narcotic Drugs. The report summarizes the findings of the forty-first meeting at which the Committee reviewed 16 substances and made recommendations. The report also contains updates from international bodies concerned with controlled substances.

This report presents the recommendations of the WHO Expert Committee responsible for reviewing information on dependence-producing drugs, in order to assess the need for their international control. It describes the review procedures for dependence-producing substances, and considers the problems of terminology used in reporting abuse-related adverse drug reactions. It provides a critical evaluation of five psychoactive substances, as well as discussing six others, four of which were recommended for review at a future meeting.

The ECDD is responsible for the assessment of therapeutic usefulness the liability to abuse and dependence and the public health and social harm of each substance under review. After receiving the advice from the Expert Committee to schedule or to amend the scheduling status of a substance the Director - General of WHO will as appropriate communicate the recommendations to the United Nations. The report summarizes the review of 26 substances and the Committee's recommendations for scheduling under the international drug control conventions. The report also contains updates from international bodies concerned with controlled substances a summary of the follow-up on recommendations made at the previous Committee meeting and a summary of the discussion on improving data collection and evidence for prioritization and substance evaluation in particular for new psychoactive substances. Issues identified for consideration at future Expert Committee meetings are also listed.
